The Opportunity
WSP is currently seeking a Proposal Manager to join a growing team focused on strategic proposal management for major projects delivered in alternative and collaborative modes within the Transport and Infrastructure sector. We are looking to expand our team for the collaborative development and production of proposals that stand out for their quality. The Proposal Manager will play an essential role within the team for the success of strategic bid response phases for the province of Quebec and across Canada, contributing to positioning WSP as a partner of choice.
This role requires strong planning, coordination, and communication skills, with an emphasis on strong writing abilities, for the development of proposals involving multiple multidisciplinary technical teams, partners, consultants, or subcontractors.

What You Will Do:
- With the Director – Strategic Bids, Major Alternative Delivery Projects, implement proposal management processes and participate in the team's strategic initiatives.
- Work collaboratively with internal and external technical or management teams, including partners, consultants, or subcontractors, to plan and ensure the smooth execution of each phase of the proposal cycle.
- Analyze tender requirements and instructions to candidates or bidders and follow up on addenda, responses, or client communications.
- Plan and coordinate deliverables for different sections of a proposal according to requirements.
- Participate in the strategy for planning and developing bids (timeline, kick-off, author supervision, content improvement strategies, key messages).
- Develop writing guides, templates, and other necessary development tools to ensure the quality and compliance of proposals with client requirements.
- Develop new content, write, or participate in the writing of certain proposal sections.
- Support content development for authors, contributors, technical experts, review content for compliance and clarity, and provide avenues for improvement.
- Oversee development, track, and participate in review milestones (Pink, Red, Gold).
- Coordinate the production of graphic or visual elements and support processes related to branding and visual enhancement aspects.
- Ensure smooth integration of different content contributions, linguistic corrections, layout, and final production.
- Perform proposal closing activities, including updating the database and reference content related to projects and proposals.
What You Bring to WSP:
- 5 years or more of experience in proposal management or a similar environment, preferably within engineering or construction firms. Experience in managing large-scale proposals for projects delivered in alternative modes is an asset.
- Bachelor's degree, technical diploma, or equivalent work experience in project or proposal coordination, technical writing, journalism, communications, or marketing.
- Excellent writing skills in French, good writing skills in English, excellent verbal communication, and interpersonal skills.
- Strong capacity for planning, coordination, content analysis, quality, and compliance with requirements, with attention to detail.
- Sense of collaborative work, teamwork, project goals, and client objectives.
- Strong knowledge of information technologies, including Microsoft Office Suite, SharePoint, and cloud databases. Knowledge of Adobe Suite is an asset.
Compensation:
CB, AB, SK, NWT & NU: $89,800 – $118,900
MB & ON: $81,900 – $112,800
Atlantic Provinces & QC: $81,100 – $107,700

The final salary assigned to this position may differ from the range indicated above based on several factors, including: relevant education, qualifications, certifications, experience, skills, level of responsibility, geographic location, performance, and business or organizational needs. The salary range indicated in this job offer may be modified for business reasons.
