Manager IT Infrastructure
Waterloo Regional Police Service (WRPS) is seeking a Manager of IT Infrastructure to oversee the entire WRPS and ESCO technical environment. This permanent, full-time role is based at the WRPS Headquarters in Cambridge, ON, with a 40-hour work week, Monday to Friday, 8:00 AM to 4:00 PM. The position is a backfill due to retirement.
Position Purpose
To maintain responsibility for the overall management and leadership of the entire WRPS and ESCO environment, ensuring the effective and efficient operation of the Service’s technical infrastructure.
Major Duties & Responsibilities
- Manage the design, development, implementation, installation, configuration, security, backup, maintenance, support, and enhancement of the Corporate Network.
- Manage the design, development, implementation, and enhancement of the ESCO data centre and networks, providing information systems support to all users.
- Attend OACP-IT and OACP-IT Security, Senior Leadership meetings, and occasionally chair meetings with the Management group to determine personal computer, Network, Security, and network requirements.
- Consult with user departments to assist in defining technical, cost, and scheduling requirements for installations and/or enhancements.
- Prepare reports and make presentations to senior staff.
- Prioritize and schedule projects to coordinate the best use of Information Systems and vendor resources, ensuring minimal downtime of hardware infrastructure, networks, security, and external connections.
- Evaluate, select, and train staff on new products or services, comprehensive systems analysis, and progressive support methodologies for all NETWORK applications.
- Supervise staff, planning, scheduling, and assigning tasks.
- Ensure a safe and secure work environment in accordance with relevant legislation and policies.
- Prepare Request for Proposals (RFP) specifications, in conjunction with Purchasing and user departments.
- Ensure all corporate systems are functioning and that system integrity is maintained; analyze and monitor systems hardware and software performance and make modifications to enhance performance.
- Develop and implement strategies and projects for operating systems, applications, connectivity, voice applications, and hardware platforms.
- Install, configure, and monitor hardware and operating systems for WRPS and ESCO Data and Voice networks.
- Administer the corporate security policy, developing rights, security, and access strategies.
- Identify potential areas where existing office automation system policies and procedures require change or development to support future business expansion.
- Support corporate hardware and software through in-house maintenance and negotiation of maintenance agreements. Manage the storage of confidential information in accordance with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).
- Define, develop, and implement ESCO’s network and associated training needs.
- Participate in new and expansionary WRPS and ESCO projects, including budget recommendations, requirement definition, vendor selection, implementation, and post cut-over support.
- Perform other related duties as assigned.
Skills and Qualifications
- Bachelor of Science or Bachelor of Arts degree in computer science, engineering, mathematics, business administration, or a combination of equivalent education and experience.
- Comprehensive knowledge of office automation, configuration, and maintenance of network and server environments, systems analysis, and support methodologies for all applications.
- Comprehensive knowledge of personal computer technologies including ORACLE, SQL, and Windows Operating Systems.
- Minimum five (5) years of work experience in the Information Technology field with demonstrated experience designing and developing long-term computing strategies.
- Three (3) years managing people, resources, and budgets; experience supervising staff, including hiring, performance development, and training.
- Well-developed interpersonal, coaching, planning, negotiating, oral and written communication skills.
- Exceptional analytical, organizational, decision-making, and leadership skills; proven track record in coordinating multiple projects under stringent deadlines; demonstrated strategic thinking and broad awareness of current IT trends.
- Proven knowledge in communications systems including voice, VOIP, and other related PBX technologies.
- Demonstrated ability in Business Analysis & Service Level Management, Technology Architecture, Cloud Infrastructure, Project Management, Systems Hardware and Software, Telecommunications, IT Service Management Support Processes, IT/IM Security Management, IT/IM Strategy and High-Level Architecture, IM/IT Policies and Standards, Knowledge Infrastructure, New Software and databases, Existing Software applications & databases, Delivery Platform (Processors, NETWORKs, LANs), and a client service orientation.
- Advanced project management knowledge and experience on specific information technology projects (ESCO workstation, Niche, RMS, CAD, CPIC) encompassing multi-agency projects and other policing agencies outside the ESCO group, including project life cycle knowledge.
- Extensive knowledge and understanding of process automation and interfacing protocol and technology in relation to the Records Branch policies and procedures as impacted by the integration of CAD, RMS, PARIS, Uniform Code Reporting (UCR) Stats Canada coding, ICON, ESCO police service partners with the police information technology systems. Knowledge of e-mail and Dictation systems required as related to systems integration.
- Ability to acquire knowledge of Waterloo Regional Police Service practices, policies, and procedures, as well as related provincial and federal legislations.
- Ability to express complex technical concepts effectively, both verbally and in writing.
- Ability to work well with people from different disciplines with varying degrees of technical experience.
- Ability to assess compliance of work activities of others to ensure adherence to IT Policies, CPIC Rules, Regulations, and other related policies and procedures.
- Communication, interpersonal, human relations, and leadership skills to advise and supervise staff; manage performance; discipline staff; mediate and use discretion when defusing unpredictable situations.
You Are:
- Having a valid Class “G” Ontario Driver’s Licence with no more than six demerit points.
- Able to meet police security clearance requirements and maintain confidentiality.
- Able to meet testing requirements for the position.
- Able to effectively manage all resources in project teams, including technical staff, business users, and vendor consultants, to plan and deliver successful business solutions.
- Able to manage staff, including supervision, labor relations, training, and performance development.
- Able to verbally communicate with end users, government agencies, personnel from the police reporting center, vendors, contractors, and professionals outside the police service.
- Able to express complex technical concepts effectively, both verbally and in writing.
- Able to read and comprehend technical manuals, trade journals, software and hardware manuals, and system design and development documentation.
- Able to design and present training to evaluate, select, and train on new products or services, conduct comprehensive systems analysis, and implement progressive support methodologies for all LAN applications.
- Able to compile and write documentation outlining proposed solutions, equipment, cost, and time estimates, as well as critical path and scheduling implications.
