About the Recruitment and Job Definition
The Finance Department of the City of Lyon supports the public policies of the community through three missions: budget management and investment, quality of accounts and internal control, optimization of resources and treasury. Committed to an ambitious transformation, it strengthens its role as a partner to business departments by leveraging data, digitizing processes, and using innovative management tools. In this context, we are recruiting a Data and Performance Management Officer / Data Analyst to contribute to a more open, agile, and performance-oriented finance function.
Your Missions
Reporting to the Director of Finance, you will be involved in the following activities:
- Define and implement financial data valorization solutions for management purposes.
- Analyze and optimize key processes (budget, forecasting...) by developing automation tools.
- Design and deploy decision-making tools (dashboards, data visualization, EPM Pigment).
- Produce advanced analyses (descriptive, diagnostic, predictive) to inform decision-making.
- Structure, validate, and exploit data from multiple systems (SQL, ETL, etc.).
- Support users (training, support) and ensure tool maintenance in compliance with GDPR.
Profile Sought
You have higher education in data, business intelligence, or statistics and experience that allows you to master the entire data valorization chain, from collection to reporting. You are comfortable with technical environments (SQL, ETL tools, data visualization, languages like Python or R) and understand data architectures and their challenges. You know how to transform data into a decision-making tool, going beyond descriptive analysis to more predictive approaches. Your rigor, analytical skills, and ability to synthesize enable you to produce reliable and relevant deliverables. Finally, you enjoy working with diverse stakeholders, combining advisory skills with operational sense, and a passion for innovation and continuous improvement.

Additional Information
- Workplace: Hôtel de Ville – 1 place de la Comédie – 69001 Lyon
- Working time: 38h45 weekly, 25 days of leave + 22 days of RTT per year
- Gross annual salary starting from €34K: depending on status, profile, and experience
- Position open to civil servants and contractual employees.
