Summary

This position is assigned to the Non-Appropriated Fund (NAF) Human Resources (HR) Branch; Fleet and Family Readiness Support Services; Commander, Navy Installations Command (CNIC) in Washington, DC. The incumbent serves as a Headquarters HR Specialist responsible for providing NAF human capital management evaluation and fiscal oversight audit compliance for NAF HR functions within CNIC organizations.

Duties

The role includes serving as a subject matter expert, offering analytical and technical advice to managers and supervisors regarding NAF HR programs. The candidate will plan and execute human resource program evaluations and fiscal oversight reviews to ensure compliance with government-wide rules, merit system principles, and applicable personnel laws and regulations.

  • Conduct inspections and reviews of HR functions including recruiting, staffing, benefits, compensation, and more.
  • Perform detailed evidence gathering through interviews, surveys, and data analysis.
  • Develop oversight proposals and audit methodologies including statistical sampling plans.
  • Prepare comprehensive documentation of findings and recommendations.
  • Collaborate with CNIC and NAF HR staff to reconcile findings and develop training and communication materials.

Requirements

Candidates must pass background checks, E-Verify, and obtain/maintain a valid Secret Security clearance and state driver’s license. U.S. Citizenship is required.

Qualifications

Applicants should have at least 4 years of specialized experience in HR audits and compliance reviews. Required skills include knowledge of HR laws and policies, specialized audit techniques, proficiency in HR Information Systems (e.g., SAPHR), USA Staffing, and Microsoft Office. The candidate must demonstrate strong analytical, report writing, and presentation abilities.
