Registered Nurse - Nurse Informaticist

The Samuel S Stratton VA Medical Center is seeking a Registered Nurse to work Full Time as a Nurse Informaticist and VA Nursing Data and Outcomes Coordinator for the Nursing Service located in Albany - NY. The Registered Nurse - Nurse Informaticist will exercise leadership in the assessment - planning - implementation and evaluation of hardware and software applications integrated with the electronic health record (EHR) and associated programs/applications.

Qualifications

Basic Requirements:

  • English Language Proficiency: In accordance with 38 U.S.C. 7403(f) - no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduation from an approved school of professional nursing accredited by The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE).
  • Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license - the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program.
  • Graduates of foreign schools of professional nursing must possess a current - full - active - and unrestricted registration and may require a formal degree equivalency validation for appointments.
  • Current - full - active - and unrestricted registration as a graduate professional nurse in a State - Territory or Commonwealth (i.e. - Puerto Rico) of the United States - or the District of Columbia.
  • Graduate Nurse Technician (GNT) Exception: Candidates without licensure may be appointed at the entry step as a GNT on a temporary basis while actively pursuing licensure.

Preferred Qualifications:

  • MSN Nursing Informatics preferred.
  • Experience with BCMA/PICIS/BMS program support/development/configuration preferred.
  • Experience with CPRS/VistA menu keys preferred.
  • Experience with EPAS preferred.
  • Experience pulling reports and providing analysis of data preferred.
  • Process improvement training with documented certification preferred.
  • COR training preferred.

  • Nurse I - Level I: Fundamental care delivery with developing technical competencies. ADN or Diploma in Nursing.
  • Nurse I - Level II: Integration of biopsychosocial concepts and technically competent practice. ADN or Diploma in Nursing AND 1 year of specialized nursing experience OR BSN.
  • Nurse I - Level III: Proficiency in practice with conscious planning and self-direction for complex client situations. ADN or Diploma in Nursing AND 2 years of professional nursing experience (1 year equivalent to Nurse I - Level 2) OR BSN and 1 year of professional nursing experience OR MSN.
  • Nurse II: Leadership in delivering and improving holistic care. BSN with 2 years of professional nursing experience OR MSN with one year of specialized nursing experience.
  • Nurse III: Executes responsibilities demonstrating leadership - experience - and creative approaches to complex client care management. MSN and 2 years of specialized nursing experience (one year equivalent to Nurse II) OR Doctoral degree in Nursing with one year of specialized nursing experience.

Physical Requirements:

This position requires visual acuity - keen hearing - clear distinctive speech - and manual dexterity. The role may involve long periods of walking - standing - stooping - sitting - bending - pulling - and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may need to don protective clothing. Exposure to patients with delirium - dementia - or psychiatric disorders is possible. The incumbent must be mature - flexible - sensible - and capable of working effectively in stressful situations - with the ability to shift priorities based on patient needs. Annual Employee Health requirements must be completed.

Duties

The Registered Nurse - Nurse Informaticist is responsible and accountable for all elements of the nursing process - influencing outcomes through collaboration with the interdisciplinary team. The incumbent demonstrates leadership - experience - and creative approaches - and systematically evaluates current practice. The role encompasses core informatics functions including content management - application support - health information technology system optimization - enterprise data management - business architecture management - partnership management - requirements management - and change management.

The incumbent will collaborate with interdisciplinary team members and program/service leaders at the facility and network levels to establish and maintain effective relationships with VA staff nationwide. Responsibilities include achieving documented outcomes at the program or service level, which can be demonstrated at any organizational level within a facility - Veterans Integrated Services Network (VISN) - or Veterans Affairs Central Office (VACO).

Duties and Responsibilities include:

  • Consult - advise - and educate all levels of employees on methods to improve healthcare operations effectiveness and efficiency.
  • Identify end-user educational requirements and training needs and develop appropriate educational programs and materials.
  • Exercise expertise in clinical operations - develop and/or oversee the development of information related to patient care - such as patient registries - and develop performance management tracking tools.
  • Extract - analyze - and provide data to assess treatment impacts - such as clinical endpoints - health status outcomes - and estimated usage characteristics.
  • Provide relevant clinical and/or administrative data to identify - quantify - and resolve organizational problems.
  • Maintain and update site parameters and site-specific files to ensure proper functioning of complex software applications.
  • Participate in the development of clinical decision-support systems with various committees and vendors.
  • Develop and present recommendations for improving clinical data-management methods - follow-up procedures - and timely compliance with regulatory guidelines.
  • Conduct tests to analyze usability - sequencing - flow - plain language - minimum keystrokes - and user comfort level to ensure efficient and effective processes.
  • Develop implementation plans for new software releases/applications and updates.
  • Serve as project leader or team member - working through interdisciplinary teams to complete health information system initiatives.
