Outpatient Pharmacist Supervisor at U.S. Department of Veterans Affairs

The Outpatient Pharmacist Supervisor manages and coordinates comprehensive pharmaceutical care activities in an ambulatory care setting for the medical and surgical programs within the Syracuse VA Medical Center.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • A graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.).
  • A full, current, and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
  • English Language Proficiency.

Grade Determinations: GS-13

Experience:

  • In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.

Knowledge, Skills, Abilities:

  • Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
  • Expert understanding of regulatory and quality standards for their program area.
  • Ability to solve problems, coordinate, and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
  • Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
  • Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
  • Ability to effectively supervise subordinate staff.
  • Skill in managing people or programs.

Physical Requirements

Work is predominantly sedentary but may require occasional standing, walking, bending, twisting, and carrying light items.

Duties

  • Responsible for all aspects of pharmaceutical care services provided by outpatient pharmacy within the Syracuse VA Medical Center.
  • Ensuring all aspects of drug control, drug accountability, and drug security are maximized and in accordance with Syracuse VA Medical Center and Pharmacy Service policies, procedures, and other applicable Federal and VA regulations.
  • Provides budgetary oversight for outpatient pharmacy, including cost savings/cost avoidance initiatives and inventory management.
  • Oversight to the controlled substance program for outpatient pharmacy and responsible for accurate maintenance of all records associated with controlled drug accountability.
  • Assures proper security of all drugs, supplies, and equipment for the section.
  • Communicates controlled substance issues to supervisors of specific program areas and the Chief, Pharmacy Service.
  • Works with the Clinical Pharmacy Supervisor to monitor and develop clinical pharmacy programs/activities within the outpatient pharmacy.
  • Develops mechanisms to measure outcomes of pharmacy interventions and report results through proper administrative/facility channels.
  • Expert understanding of regulatory and quality standards pertaining to Pharmacy.
  • Manages an effective quality assurance program for the outpatient pharmacy.
  • Assesses, plans, and evaluates the scope and quality of pharmacy programs to ensure proper coordination between services and overall healthcare delivery.
  • Ensures compliance with all Joint Commission, USP 795 & 800, VACO, union contract, EEO regulations, and local standards & guidelines, as well as federal and state laws.
  • Supervises and ensures that monthly ward inspections are conducted in assigned areas of pharmacy.
  • Participates in interdisciplinary medical center committees and patient rounds (as needed) as a member representing Pharmacy Service.
  • Regularly conducts high-cost drug evaluation and corrections.
  • Develops appropriate educational materials and new processes to ensure cost-effective prescription processing.
  • Continuously strives to reduce cost of operations and increase efficiency.
  • Performs other clinical and staff pharmacist duties as required in periods of acute staffing shortages.
  • Responsible for the day-to-day operations of the pharmacists & technicians in the outpatient pharmacy.
  • Plans, organizes, assigns, and reviews work of subordinates, including scheduling of priorities and personnel.
  • Develops & maintains the schedule for all outpatient pharmacy staff within specified time frames.
  • Maintains control of leave and attendance of subordinate employees and ensures prompt notification to the timekeeper.
  • Conducts on-going and annual performance evaluation of subordinates.
  • Counsels employees on performance when necessary and/or recognizes high-level performance.
  • Makes recommendations for promotion or reassignments of subordinates.
  • Maintains cache inventory, rotating stock, utilizing locally as able, and disposing of outdated product.
  • Updates expiration dates of stock via Shelf-Life Extension Project labels (SLEP).
  • Completes yearly cache area physical inspection and wall-to-wall inventory.
  • Effectively works and communicates orally or in writing with others courteously, tactfully, and understandingly.
  • Uses discretion in appropriately safeguarding confidential information.
  • Promotes a helpful environment of courtesy, kindness, and respect.
  • Develops and implements solutions to problems and follows up to ensure resolution.
  • Ensures that telephone calls are handled promptly and with courtesy.
  • Other duties as assigned.
