Programme Management Senior Officer
Role Purpose
The Programme Management Senior Officer, reporting to the Head of Project Unit and guided by the Chief Mine Action Programme (CMAP), will undertake key tasks to support programme development, resource mobilization, management, stakeholder coordination, and knowledge management.
Functions / Key Results Expected
Programme development, planning and coordination support
- Provide inputs and draft materials for the Programme Strategy (PS) and assist with periodic reviews.
- Support the Head of Project Unit in ensuring PS and work plans are accurately budgeted and resourced.
- Assist the management team by compiling information and drafting materials for implementation work plans and monitoring mechanisms.
- Coordinate with stakeholders for aligned planning and implementation.
Resource mobilisation and opportunity development support
- Monitor humanitarian and development trends to identify intervention areas within UN mandates.
- Stay updated on mine action, UN, and cross-cutting policies (gender, diversity, sustainability, etc.) for project inclusion.
- Assist in preparing programme documents, including concept notes, proposals, and budgets.
- Support the drafting and/or review of funding agreements and other project documents.
Programme management support
- Analyze funding agreements and provide input for compliance plans and monitoring frameworks.
- Draft monitoring mechanisms to measure delivery against targets.
- Review scopes of work for procurement and ensure funding source requirements are reflected.
- Review implementing partner reports and track programme results against targets.
- Alert management to delivery deviations and compile data for reports.
- Coordinate information flow between implementation teams and headquarters, managing budget and activity revisions.
- Draft and edit high-quality summary and analytical reports.
- Summarize meetings, ensure follow-up actions, and prepare sensitive documents.
- Coordinate communications between Country Programme office and headquarters for compliance and policy implementation.
Stakeholder coordination, representation, and inter-agency collaboration support
- Support CMAP in coordinating with UN entities, international organizations, donors, governments, and mine action stakeholders.
- Participate in relevant meetings, providing technical inputs and preparing summaries.
- Provide technical and administrative support for UN common planning and programming processes.
- Support the implementation of the Humanitarian Programme Cycle and associated funding/monitoring mechanisms.
- Provide support for communication materials and strategies linked to resource mobilization.
- Support the design, coordination, and dissemination of public information products.
- Assist CMAP in preparations for official meetings, events, briefings, and field visits.
Knowledge management and document management, and innovation
- Maintain programme files and documentation of decisions and actions.
- Implement standards, tools, and templates for programme management.
- Identify, contribute to, record, and share best practices and lessons learned.
- Contribute to risk management and issue management processes.
Education Requirements
- Advanced University Degree (master's degree or equivalent) with two years of relevant experience OR University degree (bachelor’s degree or equivalent) with four years of relevant experience.
Experience Requirements
Relevant experience is defined as progressive experience in programme/project development or management support, in either public or private sector organizations.
