About the role

Civil Engineer Budget Specialist

Promoting financial excellence through accurate cost estimates, project budget optimization, and transparent resource allocation, directly contributing to UNOPS projects that transform lives in Brazil.

Activities will be performed remotely.

Computer equipment (computers and peripherals) will not be provided.

Travel to work sites and site visits may be required as needed.

Work arrangement: Service contract (work only on days requested by the supervisor).

Role Purpose

The Civil Engineer (Budget Specialist) will support the review of design and construction activities, ensuring that projects are on budget and meet the highest quality standards.

The Civil Engineer (Budget Specialist) will incorporate best practices in technical design and construction management throughout the entire project cycle, maintaining strict compliance with Health, Safety, Social and Environmental (HSSE) standards and Protection against Sexual Exploitation, Abuse and Harassment (PSEAH) requirements.

The incumbent will also demonstrate strong technical expertise, proactive resource management, and the ability to ensure integrity, transparency, and effective coordination among stakeholders in all civil engineering activities.

Functions / Key Results Expected

Technical Advisory Services in Project and Construction Contracts
  • Technical support in the analysis of engineering project budgets, suggesting adjustments to documents when necessary.
  • Technical support in monitoring project recipients, providing technical assistance in areas of budgeting and planning of engineering projects.
  • Technical support in reviewing all documents related to projects and project licensing.
  • Technical support in proposing solutions for the execution of works for food storage units.
  • Support in the execution of projects to ensure that standards, regulations and plans are respected, including safety and health plans, environmental plans and social actions and quality plans.
Other Responsibilities
  • Participate in project planning, monitoring and evaluation meetings, when requested.

Education Requirements

Required: Bachelor's degree (or equivalent) in Civil Engineering or related fields, with 2 years of relevant experience, OR a master's degree (or equivalent) in project budgeting or related fields can replace years of experience.

Desirable: Recognized professional certification or membership in a civil engineering association, at national or international level, is desirable.

Experience Requirements

Required: Relevant experience includes work in budget engineering, planning engineering, or related areas.

Desirable: Work experience in multicultural environments or in United Nations system organizations in developing countries is desirable. Experience in development or humanitarian contexts is desirable.
