Overview
The Capacity Building Specialist Retainer will support the Rapid Health Facility Assessment and Capacity Development Program for UNOPS. The role focuses on identifying capacity development priorities and delivering training programs, technical advisory support, and sustainability strategies in Papua New Guinea.
Functional Responsibilities
Capacity Needs Assessment: Conduct stakeholder consultations with NDoH, PHAs, and other partners at national and subnational levels. Identify gaps in skills, systems, policies, and resources using the Provincial Health Authority Monitoring and Evaluation toolkit and competency profiles. Provide technical analysis on current and required capacity.
Capacity Development and Human Resource Strategy: Develop and deliver an approved Capacity Development and HR Strategy outlining short-term actions and a long-term roadmap, ensuring sustainability and alignment with district and PHA workforce planning.
Training Program and Tools: Design a training program related to health facility assessments, develop user-friendly job aids, and ensure training content covers key topics such as National Health Service Standards, data use, and assessment methodology.
Training Delivery and Targeted Support: Lead four regional in-person trainings across PNG for 40-70 health staff per session and provide hands-on capacity-building support in at least 10 provinces. Facilitate knowledge transfer and peer-to-peer learning.
Sustainability: Develop strategies for ongoing capacity development and integrate training into formal programs for District Health Managers and other cadres.
Technical Advice: Offer context-specific technical advice, ensuring best practices and innovations are applied throughout the project lifecycle.

Education, Experience & Language Requirements
A Master's degree or equivalent in social sciences, business or public administration is preferred; a Bachelor's with 2 years of experience may be accepted. Minimum 5 years of relevant experience is required, with experience in Papua New Guinea. Full working knowledge of English is mandatory; Tok Pisin is an advantage.
