About the Role
The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base, California, is seeking a Human Resources Data Scientist (NH-1560-03, GS 12/13 equivalent). This mission-critical role involves conducting deep-dive investigations into workforce data anomalies, performing root-cause analysis on systemic issues, and transforming electronic evidence into coherent narratives to support data-driven decision-making. You will be the primary guardian of data integrity, identifying patterns within large datasets and providing expert advisory services to ensure the accuracy and reliability of personnel information. This position requires a strategic analyst dedicated to problem-solving and untangling complex data structures to directly impact the future operational readiness of the Space Force.
Key Responsibilities
The ideal candidate possesses comprehensive Department of War (DoW) HR experience and expert-level knowledge of civilian personnel data systems (e.g., DCPDS, Business Objects), underpinned by a strong understanding of foundational HR principles. This role requires a proven background in systemic Root Cause Analysis (RCA) and forensic data acquisition, including securing electronic audit logs and performing contextual analysis to resolve complex data discrepancies and uncover the origin of data changes. You will serve as a technical consultant to executive leadership, manage databases, conduct quality control, resolve intricate system errors, and collaborate on enterprise-wide projects. Exceptional oral and written communication skills are essential for negotiating sensitive issues and distilling large volumes of information into strategic-level briefings and executive-quality MS Office deliverables.
Skills and Abilities
- Knowledge of data science techniques and methods for model development and adaptation to resolve difficult problems.
- Proficiency in data management activities.
- Broad knowledge of DOD or private sector Business systems, data, big data analytics, data pipelining, data science tools, machine learning, AI, cognitive science, and analytical capabilities.
- Advanced skill in articulating and defending complex and sensitive issues with officials of diverse perspectives.
- Expert ability to negotiate and defend findings and gain executive support for new program concepts.
- Effective oral and written communication for negotiating complex or sensitive issues and maintaining good working relations.
- Skill to lead teams of industry, government, and academic experts.
- Ability to originate new ideas, projects, and methodologies, and execute projects within constraints.
- Ability to perform data collection and analytic techniques in support of command requirements.
- Expert command staff officer tasks, including planning, organizing, leading meetings, generating minutes, briefs, and developing Course of Action recommendations.
Requirements
- Must be a U.S. Citizen.
- Ability to obtain and maintain a Secret security clearance.
- Must handle and safeguard sensitive and/or classified information in accordance with regulations.
- Degree in Mathematics, statistics, computer science, data science, or a directly related field at the baccalaureate level, or a combination of education and experience (30 semester hours equivalent).
- May be required to work irregular duty hours, including overtime and emergency overtime.
- Eligible for situational telework only.
- May be required to travel by military or commercial aircraft (approximately 15 days per year for TDY).
- May be assigned other appropriate duties.
- Permanent Change of Station (PCS) and incentives are not authorized.
- This position will close after 5 business days or 75 applications, whichever comes first.
