Unsecured Risk Collections and Bureau Head

The Unsecured Risk Collections and Bureau Head at UnionBank of the Philippines is a pivotal role responsible for leading the development and implementation of strategies to manage collections for unsecured portfolios. This position ensures optimal recovery rates while proactively minimizing credit risk. The Head oversees strict compliance with regulatory requirements, internal policies, and industry best practices, continuously driving initiatives to enhance operational efficiency and effectiveness. Key responsibilities include monitoring performance metrics, analyzing trends, and collaborating extensively with internal teams (Risk, Operations, Legal) and external agencies (collection partners, credit bureaus). The role also involves identifying emerging risks in unsecured lending, recommending robust mitigation strategies, and spearheading process optimization through automation and advanced digital solutions. Accurate and timely reporting to credit bureaus and management is crucial, ensuring data integrity and transparency across all operations.

Essential Duties and Responsibilities

  • Performs Gross Credit Loss and Recoveries forecasting across all Consumer Unsecured products, directly impacting the Cost of Credit (CoC) and P&L of the Bank.
  • Discusses Budget targets for Cost of Credit with the Senior Management Team, considering growth initiatives, existing portfolio performance, and macroeconomic conditions.
  • Leads in-depth discussions across cross-functional teams on how to mitigate risk to Cost of Credit.
  • Discusses changes to collections policies with the Chief Risk Officer and Oversight Team based on customer needs and market practice changes.
  • Coordinates directly with the Collections Leadership Team to continuously improve portfolio performance through segmentations and strategies.
  • Leads the development, review, performance monitoring, and renewal of risk mitigation programs to support customers with financial indebtedness.
  • Implements analytic tools (FICO strategies or new scorecards) to minimize risk and optimize Collection resources in managing the Collections workable inventory.
  • Regularly reviews the performance of Collections Segmentations for effectiveness, ensuring correct treatment is applied based on account risk levels. Recalibrates segmentations as needed.
  • Regularly reviews Collections strategy calendars and agency management to ensure appropriate treatment based on account risk level and behavior.
  • Provides feedback to business units on portfolio opportunities and risks by monitoring Collections strategies and risk mitigation program performance.
  • Ensures modifications to analytic tools are incorporated into system changes required for new strategy implementation.
  • Mentors Senior analysts for team leader roles in Collections Risk Policy and Bureau Management.
  • Evaluates risk of using new bureau tools and data for Acquisition policy, Portfolio management, and Collections. Develops, tests, optimizes, and implements credit/valuation policies.
  • Engages and negotiates with credit bureaus (Transunion and CIC) and third-party data providers for optimal pricing, volume in contract agreements, and expanded use of bureau data (e.g., verification, skip tracing, bureau alerts, credit, and fraud scores). Monitors and tracks bureau usage.
  • Leads the management of system requirements and support for implementing new bureau tools and integrating them with policy and initiatives.

Qualifications

  • Bachelor’s degree in Finance, Business Administration, Economics, or any related field; Master’s degree is an advantage.
  • 8–10 years of experience in collections or credit risk management within the financial services or lending industry.
  • 3–5 years of leadership experience, managing teams in collections, credit operations, or risk management.
  • Strong understanding of unsecured lending products, credit bureau processes, and regulatory frameworks (e.g., BSP and SEC guidelines).
  • Demonstrated ability to analyze and interpret complex financial or credit data, with a proven track record of converting insights into actionable strategies.
  • Exceptional leadership, people management, and team development capabilities.
  • Strong strategic thinking skills with the ability to drive process improvements and operational efficiency.
  • Excellent communication skills, capable of engaging and influencing internal and external stakeholders.
  • Strong negotiation and conflict resolution skills, particularly in high-risk or escalated account scenarios.
  • Technical proficiency in collections systems, credit bureau platforms, and data analytics tools (e.g., dashboards, reporting applications).
  • Adept at problem-solving, decision-making under pressure, and managing high-risk portfolios effectively.
