Consultancy Overview

The Data Protection Consultancy role within UNICEF's Chief Data Office supports the global data protection programme. The consultant will be responsible for implementing and managing data protection impact assessments (DPIAs) to ensure compliance with UNICEF's Policy for Personal Data Protection.

Scope Of Work

This consultancy includes identifying high-risk processing activities, facilitating DPIA implementation, assessing risks, and proposing mitigation measures. The consultant will collaborate with multiple stakeholders and support offices and divisions globally through a structured DPIA framework, including data mapping, risk evaluation, and documentation.

  • Review GCRI data and assess high-risk digital systems.
  • Consult with stakeholders in at least five offices/divisions.
  • Create data flow maps and document DPIA processes.
  • Assess risks and propose technical and operational controls.
  • Draft and update DPIA reports and a centralized repository.

Key Deliverables

The assignment is structured into tasks from identifying high-risk processing to proposing mitigation measures and drafting comprehensive DPIA reports. Final deliverables include multiple DPIA reports, a monitoring framework, and recommendations for strengthening the DPIA process.

Qualifications & Skills

Candidates should hold an advanced degree in Data Protection, Privacy Law, Data Science, or a related field, have at least 4 years of experience in the domain, and possess strong technical, analytical, and communication skills. Experience with international data protection laws like GDPR and prior work with multilateral or UN organizations is desirable.
