Strategic Office Context
The Division of Financial and Administrative Management (DFAM) under the leadership of the UNICEF Comptroller maintains internal controls and leads financial reforms, budget formulation, and risk management to safeguard UNICEF's assets.
Purpose For The Job
Under the authority of the Executive Director and oversight of the Deputy Executive Director-Management, the Comptroller directs global financial, budget, accounting and administrative management operations, ensuring UNICEF effectively protects the rights of every child worldwide. This role sets new financial and operational standards and provides authoritative advice for senior management decision-making.
Key Functions And Accountabilities
- Monitor financial performance to meet global objectives.
- Develop and enforce global financial, accounting, and administrative policies.
- Establish internal controls and performance standards for asset protection.
- Formulate strategic risk management and financial plans.
- Direct the Division of Financial and Administrative Management and provide guidance.
- Oversee global operations, bank account management, and investment decisions.
- Ensure compliance with financial accountability requirements and reporting.
- Chair key committees and coordinate with UN bodies.
- Support innovative financing and strategic planning initiatives.
- Advise on operational objectives and policy issues.
Qualifications
Advanced degree in finance, accounting, business administration or related field and internationally recognized professional certification (e.g., CPA, CA, ACCA) is required. At least 15 years of professional financial management experience at a senior level, preferably with the United Nations or similar international organizations. Fluency in English is required.
Person Profile
Proven leadership in financial management, strong analytical skills, and effective communication are essential. The role requires collaboration across multiple geographies and flexible working hours to accommodate different time zones.
