Consultancy: Social and Behaviour Change – Research and Data Analysis Consultant

Background and Purpose

The SBC Section in the Programme Group Leadership Team in the Programme Division at UNICEF Headquarters is seeking an individual consultant to continue the work on strategic projects started in 2025 for advanced analytics and monitoring of social behavior change programming related to the Behavioral and Social Drivers of Vaccination surveys work started in 2024-2025 and the strengthening of Social and Behavior data systems across countries. The consultant will deliver on the following objectives:

  • Conduct additional analysis and quality control for Behavioral and Social Drivers of Vaccination surveys across a specific set of countries, including for zero-dose children, improvement of HPV and malaria vaccination.
  • Provides technical guidance for the integration of key social and behavioral data components for social and behavioral data in national statistical systems including for Community Rapid Assessments designs, for national data systems that need maps (i.e. health statistical data) and for sample design of technical surveys, and data integration for DHIS2, MICS, and other key national statistical platforms.
  • Provide support for Country Offices with the roll-out and dissemination of Implementation Toolkit for Monitoring for Social and Behavior Change Programming including for advanced analytics and segmentation analysis among other Social and Behavioral Data components.

The Social and Behavior Change Data, Monitoring & Evaluation Specialist in the SBC team will be the contract supervisor. The consultant will work closely with programme specialists in the Social and Behavior Change team and the Demand for Immunization team in Health.

Scope of Work

The Social and Behaviour Change – Research and Data Analysis Consultant will undertake the following key activities:

  • Prepare decks of inferential statistics and segmentation analysis based on the overall results of the UNICEF’s Behavioral and Social Drivers of Vaccination surveys, building up country analysis of the survey.
  • Review and draft technical guidance for the integration of social and behavioral data and BeSD surveys results in national data systems, including DHIS2, MICS, and other key national statistical platforms.
  • Provide SBC Research Technical Advice and support for country offices for Social and Behavioral Data integration and for roll-out and data analysis monitoring for Social and Behavior Change Programming.

Terms of Reference / Key Deliverables

  • Regression Analysis and Segmentation Analysis of Behavioral and Social Drivers of Vaccination Surveys (Delivery deadline: 30 May 2026):
    • Review and synthesize findings of the set of country results for 2025 BeSD Survey (8 countries) in set of visualizations for research report.
    • Develop and roll out a Regression Analysis Model and Segmentation Analysis Model for the global results of BeSD Surveys.
    • Draft research report for the regression and segmentation analysis from Global Results Analysis, including deployment design and implementation logs variations across countries.
  • Social and Behavioral Data Integration in National Statistical Systems (Delivery deadline: 30 June 2026):
    • Develop a technical note for integration of social and behavior data in national statistical systems.
    • Develop 8 technical notes (for country pilots in multiple regions) to integrate SBC data into their systems.
    • Revise existing DHIS2, MICS, Modules and draft a Social and Behavioral Data integration proposal for these platforms.
  • Roll-Out and Implementation of Toolkit for Monitoring Social and Behavior Change (Delivery deadline: 30 June 2026):
    • Review and finalize draft of Implementation Toolkit for Monitoring Social and Behaviour Change.
    • Prepare 1 training material deck and related rollout annex tools (minimum of 3 on Segmentation Analysis, National Systems S&B Data, and Monitoring as Evidence) for capacity building sessions for Social and Behavioural Data, based on Implementation Toolkit.
    • Plan and conduct 3 support sessions on social and behavioral data advanced analytics for 8 countries across multiple regions, including a road map document of next steps countries should take.

Qualifications

Education:

  • Master's degree or its equivalent is required; fields of particular interest will include social and behavioral sciences, public affairs, economics, statistics, as well as data and M&E, or related subjects.

Language Proficiency:

  • Oral and written proficiency in English is required.

Knowledge/Expertise/Skills required:

  • 7 years of experience in applied social science research, Programme Monitoring and Evaluation, or data visualization.
  • Proven experience in developing Social and Behaviour Change data analysis products and training materials for Social and Behavioural Data.
  • Prior experience working in data analysis for Social and Behaviour Change in international organizations and for Public Health Emergencies.
  • Prior experience in leading and drafting analytical models under the BeSD Surveys and in managing the design and weighting of national BeSD surveys.
  • Proven experience in developing Segmentation Analysis models and training for partners and governments officials for Social and Behavioural data segmentation analysis and programme monitoring.
  • Experience in the drafting of research decks/reports and/or data analysis decks/reports for Social and Behaviour Change for international organizations.
