Background

The Human Resources Division is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, including strategic staff planning, recruitment, staff administration, organizational design, and learning and career development. The Division provides advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of action.

Under the direct supervision of the HR Specialist for Operations, and in close collaboration with HR Business Partners (HRBPs), HR Team Leads, and relevant offices across UN Women, the HR Analyst, Operations and PPSA is responsible for performing efficient service delivery and providing analytical support in the areas of affiliate workforce management, with a particular focus on the Personnel Services Agreement (PSA) modality. This includes policy application, compliance monitoring, capacity building, and reporting. The HR Analyst also supports onboarding of affiliate personnel at the Bonn and Nairobi global offices.

The HR Analyst works in close collaboration with HR Team Leads, hiring managers, the service provider, and counterparts across UN Women within the assigned portfolio to ensure consistent, compliant, and client-oriented management of affiliate workforce contracts.

Affiliate Workforce Oversight and Coordination

  • Together with HRBPs, provide analytical support and advise hiring managers on the appropriate use of different contract types, particularly the PSA modality.
  • Review, analyze, and process requests for PSA modality, ensuring compliance with established policies, rules and regulations; seek guidance from the HR Specialist on complex or ambiguous cases.
  • Conduct contract reviews, identify risks, and propose mitigation measures in coordination with HRBPs and the HR Specialist.
  • Collaborate with service providers and other stakeholders to support contract issuance and renewals as required.
  • Provide guidance and practical advice to managers and staff on contractual matters, including the design, review and preliminary ‘classification’ analysis of affiliate terms of references (TORs), referring complex classification decisions to the Job Classification Team, HR Division.

Policy Application and Development Support

  • Conduct research and analysis on related HR policies, guidelines and procedures.
  • Prepare recommendations to enhance efficiency, transparency and compliance in affiliate workforce contract management processes, including systems and templates, for review and approval by the HR Specialist.
  • Advise managers and staff on HR policies, procedures and processes pertaining to affiliate workforce contracts, including performance reviews, career development and workplace relations.
  • Support the review and development of affiliate workforce policies, procedures and processes.

Internship and Fellowship Programme Coordination

  • Coordinate and monitor UN Women outreach activities for the internship and fellowship programme, supporting the attraction of a diverse pool of applicants.
  • Provide consistent policy guidance to all offices and support capacity development on internship and fellowship modalities.
  • Maintain and support the administration of Memorandums of Understanding (MOUs) related to internships and fellowships.
  • Facilitate the onboarding and offboarding of interns and fellows.
  • Act as focal point for the internship and fellowship programme.
  • Prepare reports and maintain records on the internship and fellowship programme.

Reporting and Data Analysis

  • Prepare regular and ad hoc reports on affiliate workforce, including statistics, trends and compliance analysis.
  • Ensure accuracy and integrity of HR data related to affiliate workforce contracts in relevant systems.
  • Contribute to the development and maintenance of reporting tools and dashboards to monitor and track contract-related issues.

Capacity Building and Knowledge Sharing

  • Contribute to the development and delivery of group and individual training sessions on related contract management, policies and procedures.
  • Provide guidance and analytical support to HR colleagues and other staff in UN Women country and regional offices on related contract issues.
  • Support the development and dissemination of knowledge products, guidelines and tools related to affiliate workforce contract management.

Onboarding Support – Bonn and Nairobi Global Offices

  • Support the onboarding of newly appointed personnel arriving at the Bonn and Nairobi duty stations, including providing Pivot-related administrative support.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Education

  • Master's degree or equivalent in Human Resources, Business Administration, Psychology, Organisational Development, Public Administration or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • Minimum of 2 years of progressively responsible professional experience in human resources management, contract administration, policy analysis or a related area is required.
  • Experience in contract management including negotiating and administering contracts is required.
  • Experience in analyzing human resources data and preparing reports is required.
  • Experience in and knowledge of UN system HR policies and procedures is required.
  • Experience in job design and classification is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, including web-based management systems, is required.
  • Experience in recruitment and selection for affiliate personnel contracts is highly desirable.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is an asset.
  • Experience working at an international level is an asset.

Languages

  • Fluency in English is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
