About the Position
The Management Analyst position requires administrative awareness to facilitate interaction with all departments and disciplines in the facility as well as between the VA facility and community facilities for the delivery of patient care. He/she acts as a liaison between Medical Service and other institutions regarding logistics, patient care, staffing, and physician credentialing. He/she may represent the Chief of Medical Service in administrative matters in the absence of the HSS/AO.
Duties
- Incumbent has responsibility for the maintenance of equipment and facilities, and for maintaining all Service EILs.
- Incumbent must secure proper justification when submitting supply requisitions.
- The incumbent is responsible for a system of documentation and control over signature authority for the procurement and receipt of supplies and services.
- Evaluate and recommend new technology that meets medical service needs, and partner with Supply Chain Management to sustain compliant inventory, storage, and distribution practices using VA systems (e.g., IFCAP, GIP) to validate data integrity and support operational decisions.
- Incumbent evaluates new technology for application to Medical Service needs.
- Incumbent will assist in formulating and submitting a budget plan each fiscal year, providing advice and assistance as to funds available and how to maximize actual dollar allocations.
- He/she has delegated responsibility for allocating funds to the correct fund control points and communicating this information to HSS/AO Medical Service and Service Chief.
- This involves an annual service budget plan incorporating budget requests from the many varied program areas with funding sources locally and nationally.
- The Incumbent is responsible for assisting in position management and requesting funding for the filling of vacant positions.
- The incumbent analyzes patient/stakeholder complaints, coordinates multi-service action plans, prepares written responses, track trends and cycle times and recommends process improvements that enhance patient experience.
- Provides oral and written reports and recommendations to top management on projected budget requirements of the service based on an analysis of projected needs.
- Maintains accurate status of funds at all times to coincide with Fiscal Service, ensuring that funds are used in a timely manner.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/01/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1.) Analyzed patient and stakeholder complaints, coordinated with multiple services, and prepared written responses to resolve issues efficiently. 2.) Participate in annual budget formulation/execution; track status of funds; reconcile commitments/obligations; prepare spend plans; advise leadership on allocations across Fund Control Points. 3.) General contracts and procurement knowledge to develop/refine requirements packages (e.g., purchase requests, SOW/PWS), coordinate with contracting/logistics, maintain documentation and control of signature authority, and track acquisition milestones. 4.) Ability to support staffing actions, draft SF-52 packages, coordinate funding with Fiscal/HR, track vacancy fills, and brief leadership on workforce impacts. 5.) Ability to maintain equipment inventory lists, justify requisitions, ensure compliant receipt/issuance, validate data, monitor inventory, and support clinical needs. OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level.
