Job Description

Turner & Townsend is seeking an experienced Chartered Civil Engineer for its Scotland-based team. In the role of Operations Engineer, you will support the delivery of the Performance Audit Group Scotland contract for Transport Scotland. You will review, investigate, and analyse technical, contractual, and commercial issues arising from Supplier contracts, audit and assess contract performance, identify improvement opportunities, and ensure value for money for the Employer. You will collaborate closely with the service delivery team and engage with Suppliers to provide actionable recommendations to enhance network management.

Performance Audit Group Overview

The Performance Audit Group (PAG) Contract, initiated by Transport Scotland, ensures the Scottish Trunk Road Network is managed to the highest standards. PAG provides independent oversight of Design-Build-Finance-Operate (DBFO) agreements, ensuring value for money and adherence to technical and commercial requirements. This role directly contributes to improving Scotland’s connectivity and economic growth.

Key Responsibilities

  • Investigate, analyse, and report on technical compliance with Supplier contracts.
  • Evaluate Supplier-submitted work programs for value and alignment with Employer expectations.
  • Analyse technical solutions, ensuring cost-effectiveness and best practices.
  • Collaborate with the service delivery team for cohesive analysis and reporting.
  • Stay fully conversant with all relevant Supplier contracts.

Qualifications & Requirements

Essential:

  • Chartered Civil Engineer or equivalent professional qualification.
  • Significant experience in auditing, monitoring, and analysing technical, contractual, and commercial issues in road network construction, management, and maintenance.
  • Extensive experience in highway maintenance and operational procedures.

Desirable:

  • Familiarity with Transport Scotland standards and regulations.
  • Experience with asset management systems.

A degree in Civil Engineering or a related discipline is required. Extensive experience in managing large-scale infrastructure projects and complex contractual matters is essential.
