Overview
The Community Development Planner at Town of Leland performs skilled work to implement and improve plans, programs, and policies related to land use, transportation and community development, all aimed at achieving vibrant, inclusive, sustainable, safe, and resilient built and preserved environments and economy. This role is essential during emergency or disaster situations and operates under the limited supervision of the Planning Manager.
Essential Job Functions
- Plan, coordinate, and manage urban and municipal planning projects including neighborhood and commercial revitalization.
- Oversee community development initiatives such as neighborhood redevelopment and community revitalization efforts.
- Develop new policies on land use, transportation, housing, resiliency and related issues.
- Analyze proposals for consistency with adopted plans and best practices, and provide recommendations to governing bodies.
- Review and update the Town’s land use plans and track policy progression.
- Attend board and council meetings, prepare presentations, and deliver project updates.
- Respond to inquiries from Town employees, citizens, and officials.
- Prepare professional reports, maps, diagrams, and other deliverables.
- Coordinate multi-departmental projects and engage with external organizations.
- Lead public outreach and engagement for long-range planning activities.
- Manage grant opportunities and assist with applications, reporting and budgets.
- Serve as the Town representative on various boards and committees.
- Perform additional duties as assigned.
Requirements & Qualifications
- Bachelor's degree in urban and regional planning, public administration, or a related field.
- 6+ years of experience in planning, development review, and community development initiatives (or equivalent combination of education and experience).
- AICP certification or the ability to obtain within one year of hire.
- Valid driver's license for the State of North Carolina.
Knowledge, Skills, and Abilities
- Deep understanding of urban planning, zoning, and community renewal techniques.
- Expertise in land development, transportation, and related planning software and technology.
- Ability to analyze policies, manage projects, and drive public engagement.
- Excellent communication skills and ability to prepare detailed reports and presentations.
- Proficiency in preparing maps, charts, and complex graphics.
- Strong teamwork and stakeholder management skills.
Physical Requirements
The role may require light physical exertion, occasional lifting up to 25 pounds, prolonged sitting, and exposure to standard office conditions with occasional outdoor duties.
