Position Overview

The Data Analyst works under the general supervision of the Operations Manager within IT Public Health Applications, exercising moderate latitude for initiative and independent judgment. This role involves performing various data-related functions including data conversions, data analysis, data management, data compilation, and data quality implementations. A key aspect of the work is developing new software applications or enhancing existing ones for statistical analysis. The Data Analyst will analyze technical environments, coordinate with business customers and other IT areas, monitor technical tasks to meet user requirements, and develop technology acquisition plans. The position performs detailed analysis and design duties, complex data analysis, and research, and is also responsible for training and mentoring others as needed.

Essential Job Functions (EJFs)

  • Interface and consult with customers and technical staff (agency and vendor) to provide solutions to support user needs.
  • Coordinate and communicate as a liaison between Program and technical teams, managing data enhancement and operational work request projects.
  • Write complex computer programs/scripts using appropriate technology, best technical practices, and standards for statistical modeling and graphic analysis.
  • Prepare concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions.
  • Advise management of the status and progress of projects and other tasks, reporting status/risks to the project manager and Operations Manager.
  • Develop data collection project estimates, user requirements definitions, preliminary analysis/design strategies, testing strategies, alternatives, and resource requirements.
  • Facilitate the development of technical deliverables, monitor technical assignments for timely delivery, and perform walkthroughs and reviews of technical deliverables.
  • Guide various stakeholders in appropriate and effective use of data and strategies that optimize statistical efficiency and quality.
  • Coordinate with other IT areas in the implementation of development projects and serve as the primary technical member to incorporate potential data sources.
  • Coordinate application data related tasks with other team members and serve as a technical resource for advanced and difficult questions and problems.
  • Educate and mentor the team on data analysis, data integrity, extraction, and compilation.
  • Develop and maintain functional and technical specifications by preparing detailed structured data flow analysis, plans, diagrams, verification of procedures, and relational database management designs for new or revised automated systems operations.
  • Perform other duties as assigned, including continuing education and participation in agency disaster response/recovery or Continuity of Operations (COOP) activation.

  • Ability to compile, review, and analyze data; work in a team environment; and manage multiple tasks.
  • Ability to analyze, design, document, code, test, implement, and monitor automated processes on computers.
  • Ability to express ideas clearly and concisely, both written and verbally, and to address audiences.

Qualifications and Requirements

  • Preferred: Graduation from an accredited four-year college or university with major coursework in Math, Science, or Computer Science related fields.
  • Required: Minimum of three years’ experience in data analysis and design work, including computer science, computer information systems, management information systems, or a related field.
  • Preferred: Experience working with SQL, PL/SQL.
  • Preferred: Experience working professionally with a broad range of stakeholders.
  • Preferred: Experience in validating various data extracts or data conversions to ensure accurate results.
