Position Overview: Facilities Funding Lead Analyst
The Facilities Funding Lead Analyst plays a crucial role within the State Funding Division, administering the Foundation School Program (FSP). This program determines state and local funding for school districts. The role involves advanced financial analysis and regulatory work for facilities funding programs like the New Instructional Facility Allotment (NIFA), Instructional Facility Allotment (IFA), Existing Debt Allotment (EDA), and additional state aid for homestead exemption (ASAHE). You will collect and analyze bond data, update Summary of Finances (SOF) reports, generate payments, and implement new legislation. As a team lead, you will guide analysts and collaborate with leadership and stakeholders to ensure effective program implementation in compliance with statutes and regulations. This position requires initiative, advanced financial concepts, and proficiency in intermediate to advanced Microsoft Excel functions.
Essential Functions
- Financial Analysis and Process Control: Determine operational costs for state facilities funding programs by applying statutes and regulations to ensure accurate funding for school districts. Review school district applications for IFA funding for compliance, update SOF reports, and process outstanding balances.
- Compliance and Transparency: Apply funding formulas to distribute funds to school districts per the Texas Education Code and Texas Administrative Code, implementing necessary changes. Develop and maintain rules, web content, and standard operating procedures for IFA and EDA programs.
- Strategy and Process Improvements: Enhance productivity by developing and maintaining automated financial processes and systems. Define software change requirements and conduct User Acceptance Testing (UAT).
- Intra-Agency Coordination: Oversee and review the work of junior analysts on state facilities funding programs, including the bond guarantee program (BGP). Provide guidance to ensure accuracy, consistency, and timely completion of work. Collaborate with the division on projects and support FSP program administration.
- Cross Training: Foster team flexibility and efficiency by learning and sharing skills across roles, enabling coverage for multiple responsibilities and enhancing adaptability.
Qualifications
- Minimum Qualifications: Graduation from an accredited four-year college or university and at least four years of experience in financial analysis and regulatory work.
- Substitutions: Each additional year of related experience may substitute for education on a year-for-year basis.
- Other Qualifications: Belief in student achievement, strong customer-service orientation, clear communication skills, proficiency in data analysis and advanced Microsoft Excel, accurate interpretation of statutes and regulations, ability to understand abstract concepts, collaborative approach, creative problem-solving, strong project management skills, meticulous attention to detail.
- Preferred Qualifications: Knowledge of state facilities funding formulas and programs, experience in municipal finance with school district administrators, major coursework in accounting, business administration, finance, or economics.
