Introduction
This position is specific recruitment for the Maryland Department of Natural Resources, Finance and Administrative Services, and is used to fill current and future vacancies.
Main Purpose of Job
The Procurement Officer II oversees end-to-end procurement processes, manages vendor relationships and provides technical procurement guidance. This role requires interpretation of the Code of Maryland Regulations, State Finance and Procurement Articles, and DNR policies.
Position Duties
- Lead procurement of equipment, services, and IT needs.
- Oversee competitive, negotiated, and other methods of procurement.
- Provide technical interpretation, instruction, and guidance.
- Assign, review, approve work and train lower-level staff.
- Travel throughout Maryland as required.
Minimum Qualifications
Two options are provided requiring between six to seven years of relevant experience including a specified number of years in contract management or procurement. Substitutions using certifications, a bachelor’s degree, or military service are accepted.
Desired or Preferred Qualifications
Experience using the statewide finance system and a Certified Maryland Procurement Officer certification are preferred.
Licenses, Registrations and Certifications
Valid Maryland motor vehicle operator’s license is required. Certification as a Procurement Professional Certification must be obtained within one year if not already held.
