Job Summary
We are seeking a dynamic Utility District Engineering Manager to lead infrastructure projects for single-family land development, particularly in Master Planned Communities. This key leadership role involves directing districts infrastructure projects (PID, SUD, MUD, TIRZ, etc.). The ideal candidate will have a strong track record in design competence, people management, business development, and client relations. This position requires the candidate to reside in or relocate to the DFW, Texas region.
Key Responsibilities
- Develop scope, schedule, and budget for design work orders.
- Manage large projects using internal project management tools, ensuring they meet or exceed success metrics.
- Prepare technical reports and deliver presentations to clients and at professional meetings.
- Lead project delivery and execution, managing multi-disciplinary teams and sub-consultants.
- Interact with clients, team leaders, staff, and sub-consultants to ensure projects stay on schedule and budget.
- Execute comprehensive planning, preliminary design, final design, and special studies.
- Lead or support strategic planning efforts to shape utility-wide objectives and connect them to capital planning.
- Develop and execute communication plans for public and stakeholder engagement.
- Conduct research on public perception, regulatory trends, and funding resources.
- Prepare CIP budgets for capital improvement projects.
- Coordinate work among contractors, consultants, utility providers, and agencies.
- Represent the District with various stakeholders to accomplish assignments and coordinate projects.
- Present complex technical topics to diverse audiences, including the Board of Directors.
- Support client marketing and business development activities, including proposal development.
- Mentor staff and lead the development of other Project Managers.
Educational & Certification Requirements
- Bachelor of Science degree in Civil Engineering.
- Engineer-In-Training (EIT) Certification minimum; Professional Engineer (P.E.) license preferred.
- Minimum 4 years of progressive experience in engineering and project management related to water and/or sewage collection systems.
- Wastewater Treatment and Water Distribution or Treatment certification.

- Interpret, implement, and enforce District ordinances and regulations.
- Prepare clear and concise technical reports and administrative documents.
