Sr. Manager Trade Compliance
Serco is seeking a Senior Manager for Trade Compliance to join our team - 100% Remote. This role is contingent upon obtaining and maintaining a DoD Secret security clearance.
About the Role
This individual will drive Trade Compliance efforts at Serco, a $2B company supporting various cutting-edge projects, primarily for U.S. defense customers. You will act as an Empowered Official, leveraging expertise in ITAR and practical business judgment.
Responsibilities
- Draft, submit, and manage technical assistance agreements, ITAR classifications, commodity jurisdiction requests, advisory opinions, registration renewals, voluntary disclosures, and export licenses.
- Review export and import licenses and permits, translating guidance into actionable steps.
- Respond to requests for advice on the release of export-controlled information.
- Maintain an organized library of current TAAs and licenses.
- Provide guidance on handling international purchase orders and hardware shipments.
- Review foreign visits and international travel requests against regulations.
- Ensure timely responses and clear guidance to internal clients.
- Provide analytical support for the development and continuous improvement of the trade compliance program.
- Brief the company’s Board of Directors on Export-related matters as needed.
- Conduct assigned compliance tasks, data calls, reporting, record keeping, working groups, continuous improvement projects, and training.
- Investigate matters of non-compliance and prepare disclosures.
- Conduct interviews and internal investigations as needed.
- Remain current on regulatory developments.
- Perform additional duties as assigned.
- Be a member of Serco's Legal Department, reporting to a Vice President and Associate General Counsel.
Qualifications
- Ability to obtain and maintain a DoD Secret security Clearance (Post-Employment).
- U.S. Citizenship required.
- Bachelor’s degree.
- Minimum 8 years of relevant trade compliance experience.
- Advanced experience as a trade compliance professional supporting a complex government services business.
- Advanced research, writing, and communication skills.
- High level of organization and follow-up skills.
- Ability to complete detail-oriented tasks and work independently and within a team.
- Proactive, self-motivated, highly organized, ability to handle shifting priorities, and communicate effectively.
- Sound judgment in decision-making, complying with policies, procedures, and applicable laws.
- Experience developing, evaluating, and implementing processes and procedures within budget and schedule.
- Discretion and independent judgment in performing assigned tasks.
- Thorough understanding of ITAR, sufficient to act independently as an Empowered Official.
- Proficiency with Microsoft products (Word, Excel, SharePoint).
- Experience drafting export license applications and requests for use of exemptions/exceptions.
- Experience maintaining and auditing trade compliance records.
- Experience developing and conducting export training.
- Working knowledge of Customs Brokerage, Freight Forwarding, Free Trade Agreements, special duty programs, and duty-free eligibility.
- Excellent written and oral communication skills, with analytical ability to summarize complex matters.
- Skills in building and refining internal processes and procedures.
- Ability to develop relationships with individuals in key regulatory agencies.
- Ability to travel up to 10%.
