Overview

The Operations Complex Department at the Regional Hub of Jeddah, Saudi Arabia is seeking a Project Management Specialist with an international focus. This role is a Fixed Term contract with Job Grade E2. The closing date for applications is 8-May-2026.

Job Purpose

Under the supervision of designated Operations Team Leaders (OTLs), this role is responsible for conducting Bank operations due-diligence, monitoring day-to-day operations management activities, and executing development-project operations management within approved costs, timelines, and quality standards. The primary goal is to ensure the efficient execution of the bank’s mandate to support economic development in associated member and non-member countries. Key responsibilities include managing day-to-day communication, monitoring, and implementation support to project management units and executing agencies; supervising project contract management and resources; preparing implementation reports for bank management; and proactively mitigating project implementation issues. Additionally, the role provides support in project preparation and appraisal, portfolio quality review, procurement review, and disbursement processes. A crucial aspect is contributing to the knowledge management agenda by identifying lessons learned from projects.

Key Accountabilities

Project Appraisal:
  • Provide technical and professional support to Operations Team Leaders in preparing project appraisals and conducting comprehensive due diligence covering technical, financial, procurement, institutional, economic, social, and environmental aspects of project proposals.
  • Ensure project proposals align with the Bank's operations manual and applicable policies/procedures.
  • Liaise with respective Sector Teams in the Global Practice and Partnership Directorate to refine project appraisal documents before Board submission.
Project Implementation And Monitoring:
  • Coordinate with Operations Team Leaders on all aspects of project implementation to ensure completion as per the project charter/plan.
  • Lead the preparation of periodic project implementation assessment and support reports, documenting implementation issues and proposed actions for smooth execution.
  • Maintain adequate, up-to-date, and accurate project information and key records in the bank’s operations management system.
  • Assess the implementation progress of Bank-approved operations and provide feedback/recommendations to relevant authorities/stakeholders.
  • Contribute to maintaining project implementation plans for ongoing monitoring, proactive issue identification, and timely resolution through action plans.
  • Review the implementation quality and progress of Bank-approved operations and provide recommendations for improvements.
  • Provide inputs to Project Procurement and Financial Management staff to ensure procurement and disbursement align with Bank policies.
  • Monitor project contracts and financial management activities, offering recommendations on the Bank's position.
Project Closure And Review:
  • Provide inputs to the Task Team Leader for project completion reports.
  • Compile inputs for Sectoral Teams in the Operations Complex, ensuring lessons learned are recorded for future projects.
General Project Management:
  • Support Operations Team Leaders throughout the project operational cycle, ensuring adherence to policies and procedures, and implementation of suggested improvements.
  • Assist in engaging external expertise per the bank’s procurement policy to supplement internal resources, ensuring quality due diligence, implementation, and lessons mining.

Academic And Professional Qualifications

  • Bachelor’s degree in Project Management, Engineering, Economics, or related fields.
  • Additional qualification or certification in Project Management (e.g., PMP) is desirable.
  • Minimum 5 years of experience in project management, preferably in the development sector.
  • Languages: English (Mandatory), Arabic (Mandatory), French (Preferred).
