Job Overview
The Technical Advisor supports IRC’s Economic Empowerment (EE) programs in nearly 30 US cities and internationally, offering expertise in workforce development. The role involves program development, evaluation, continuous improvement, project management of grant-funded initiatives, resource development, thought leadership, and quality assurance in workforce development and adult education programs.
Major Responsibilities
Technical Support:
- Ensure domestic EE programs are technically sound and high quality.
- Provide on-site technical support for design, development, and evaluation of workforce programs.
- Develop and adapt tools, policies, and curriculum for consistent program delivery.
- Establish best practices and support replication of successful EE models.
- Coordinate technical trainings and contribute to internal working groups.
- Monitor trends, report program successes and challenges.
- Offer project management for grant-funded initiatives.
Strategy, Policy & Institutional Capacity Building:
- Share best practices and integrate EE services with core sectors.
- Support field offices in planning and staffing workforce development programs.
Business Development and Representation:
- Support growth of financial and technical resources.
- Build corporate and institutional partnerships for employment and career pathways.
- Assist with concept notes and proposals for workforce programs.
- Guide field offices on funding access and proposal reviews.
- Build team capacity in business development activities.
Assessment & Evaluation:
- Ensure learning and evidence-based intervention methodologies.
- Support tracking, compilation, and analysis of key indicators.
- Adapt and develop measurement tools and assessment frameworks.
Key Working Relationships
This role reports to the Acting Deputy Director, Economic Empowerment and involves close collaboration with program managers, field staff, technical teams, and research units.
Job Requirements
- Masters/post-graduate degree preferred in a related field.
- Minimum 5 years of progressive experience in workforce development.
- Experience in designing and implementing integrated education and training programs.
- Expertise in public workforce development programs including WIOA, SNAP E&T, Welfare-to-Work.
- Strong understanding of adult learning principles and curriculum development.
- Demonstrated program design, monitoring and evaluation skills.
- Experience building career pathway programs and securing funding.
- Proven ability in external/public relations and partnership building.
- Excellent communication, writing and organizational skills.
Compensation & Benefits
Pay Range: $87,000 - $107,000. US-based candidates will also enjoy a competitive benefits package including sick days, holidays, paid time off, medical, dental, vision insurances, retirement plans, and additional support benefits.
