Raytheon is seeking an experienced Principal Procurement Specialist to join its Operations and Supply Chain (OSC) organization. This role will serve as the primary point of contact between Raytheon Programs and suppliers for medium and high complexity procurements. You will develop sourcing and negotiation strategies, manage a portfolio of subcontracts and procurement activities, and ensure compliance with FAR, DFARs, and company policies. You will also represent the Supply Chain organization in cross-functional teams and build supplier relationships to align with program execution and business priorities. This role can be filled in various Raytheon hub locations and is a remote, work-from-home position.What You Will Do
- Develop business partner relationships with suppliers and internal stakeholders.
- Lead procurement activities and manage supplier performance.
- Facilitate supplier interaction and collaboration with internal cross-functional teams for various procurements (build-to-print, performance specifications, SSOWs) of medium/high complexity.
- Participate in capture/proposal efforts, review requirements flow-down, generate RFI/RFQ/RFPs, and lead Best Value Source Selection.
- Perform Price and/or Cost Analysis in compliance with FAR and DFARS.
- Develop negotiation strategies and lead multi-functional teams to negotiate price, schedule, and Terms & Conditions.
- Prepare compliant purchase order documentation per FAR, DFARs, prime flow downs, and company policies.
- Execute and manage various contractual agreements (PIA, Letter Subcontracts, Long Term Agreement, Bailment, etc.).
- Manage post-award PO/Supplier activities to ensure program requirements (quality, schedule, financial) are met.
- Communicate clearly and effectively in a fast-paced environment, demonstrating flexibility, creativity, and agility while ensuring compliance.
Qualifications You Must Have
- Bachelor’s degree and a minimum of 5 years of relevant experience, or an Advanced Degree and a minimum of 3 years of experience.
- Experience with DoD procurement/subcontract compliance (FAR/DFARs, ITAR, import/export).
- U.S. Person status (U.S. citizen, permanent resident, refugee, or asylee) or eligibility to obtain necessary export authorizations.
Qualifications We Prefer
- Experience leading formal negotiations (price, schedule, contractual exceptions, Terms and Conditions).
- Experience with NDA/PIAs, RFx, and Purchase Orders.
- Ability to review proposals, analyze cost/price, technical capability, and financial viability.
- Ability to perform duties with minimal oversight in a fast-paced, high-volume environment.
- Strong communication and influencing skills across a matrix organization.
- Experience with SAP and Microsoft Office Suite.
- Experience with various subcontract types (FFP, T&M, CPFF, CPIF).
- Experience reading and understanding drawings, specifications, and complex SOWs.
- Knowledge of EXIM procurements and regulations.
- Experience with import/export regulations (ITAR/EAR).
