As the Senior Program Manager, you will be responsible for leading SENDPRO. You will manage internal development, testing, vendor management and Managed Care Entity (MCE) communications. You will deliver the implementation of the EDI solution, ensure operational continuity during the legacy system cutover, and achieve SENDPRO objectives to improve Encounter Data quality and enhance Managed Care Entity performance management.

This role combines program management and project management duties and involves leading a high visibility technology initiative. You will be expected to manage escalations, assess risks, anticipate bottlenecks and balance business needs with technical constraints.

Duties and Responsibilities

• Coordinate tasks and deliverables among SENDPRO team members and stakeholders.
• Define and execute program/project goals, priorities, and performance metrics.
• Support all phases of release management, including design, development, testing, and deployment.
• Manage external vendors and hold them accountable for service delivery.
• Implement program management best practices, methodologies, and tools.
• Manage timelines, prepare executive briefings, and facilitate change requests.
• Identify and mitigate program risks, issues, and dependencies.
• Monitor vendor performance, milestone tracking, and financial cost management.
• Lead a diverse team of 25+ professionals including business, technical, and vendor staff.
• Ensure compliance with program administration requirements including CMS reporting.
• Manage financial processes for MassHealth projects including IT Capital updates.

Qualifications

Minimum Experience/Skills: Bachelor’s or Graduate degree in a related field, 5-7 years experience in program/project management in healthcare or financial services, and a track record of delivering technical programs with budgets over $1M. Experience in leading teams of 20+ staff and familiarity with SDLC and Microsoft Office Suite is required.

Preferred Experience/Skills: Agile environment familiarity, experience with Medicaid Encounter Data and T-MSIS, clear communication of project needs, strong customer service and relationship building skills, and PMP Certification.
