General Summary
The IT Staff Manager is a senior leadership role within the Offices of the CIO (OCIO), responsible for driving critical enterprise-level strategic imperatives. This role provides centralized leadership and orchestration across 360 deals, Vendor Management Office (VMO), and IT Labor Relations, while enabling and amplifying the effectiveness of other OCIO offices. This leader ensures OCIO capabilities operate cohesively to support the CIO's rhythm, enterprise governance, financial transparency, employee engagement, and disciplined portfolio execution. Additionally, this role serves as a flexible program leader for high-priority executive initiatives, leading "tiger teams" to incubate new capabilities before operationalization or transition to steady-state ownership. This position will also be responsible for representing OCIO's AI efforts (AI POC).
Key Responsibilities
Strategic Imperatives Ownership
- Lead OCIO accountability for 360 deal oversight and orchestration, ensuring alignment across IT, Legal, Finance, Procurement, and business stakeholders.
- Own and evolve the Vendor Management Office (VMO) operating model, including vendor governance, performance transparency, and executive reporting.
- Provide centralized oversight and coordination for IT Labor Relations, partnering closely with HR, Legal, and IT leadership.
- Own and evolve OCIO's AI vision and plan.
Executive Management Office Enablement
- Partner with Executive Management Office leads to support the CIO operating rhythm, including: All Hands Meetings (AHMs), executive presentations and communications, CIO agenda planning, and special initiative triage.
- Ensure executive-level materials are outcome-focused, aligned, and decision-ready.
Business Operations Office Enablement
- Partner with Biz Ops Office leads to support (as needed) strengthening central IT budget management processes, enabling and scaling Business Operations Lead (BOL) capabilities across IT domains, and driving consistency, transparency, and discipline in business operations governance.
Delivery Office & Strategic Portfolio Enablement
- Partner with the Delivery Office (as needed) to help establish and mature Strategic Portfolio Management (SPM) capabilities.
- Support portfolio prioritization, intake, and governance processes aligned to ITLT and CIO expectations.
- Enable cross-initiative coordination to ensure focus on the highest-value enterprise outcomes.
Strategic Initiative Execution (as needed)
- Program-manage high-priority CIO or ITLT initiatives requiring rapid incubation, cross-functional coordination, or temporary centralized leadership.
- Stand up, lead, and dissolve tiger teams as initiatives mature or transition to steady-state ownership.

Required Qualifications
- 10+ years of experience in IT leadership, business operations, enterprise program management, or related roles.
- Demonstrated success leading enterprise-level initiatives with high visibility and cross-functional complexity.
- Strong understanding of IT financial management, vendor governance, and workforce / labor considerations.
- Proven ability to operate effectively within matrixed, global organizations.
- Experience managing and developing teams.
