Opportunity: Web & PDF Form Developer
We are seeking a highly skilled Web & PDF Form Developer to support an anticipated federal government project focused on modernizing accessible digital PDF forms. This contract role requires a versatile technical professional with strong accessibility expertise, hands-on experience developing structured and interactive PDF forms, and a proven ability to ensure compliance with WCAG 2.1 and Government of Canada digital standards.
You will be responsible for reviewing and optimizing MS Word forms, developing accessible, fully interactive PDF forms, validating cross-platform compatibility of PDF documents, and delivering structured documentation to support long-term maintainability.
Responsibilities & Expectations
- Review and restructure MS Word forms to optimize accessibility and prepare for PDF conversion.
- Develop fully interactive, fillable PDF forms using Adobe Acrobat Pro.
- Implement form functionalities including dropdown menus, radio buttons, checkboxes, free-text fields, date selectors, calculation logic, JavaScript-based PDF macros, and digital signatures.
- Apply structured tagging, logical reading order, keyboard navigation, and accessible labelling aligned with WCAG 2.1 Level AA.
- Ensure compliance with Government of Canada standards, including:
- Standard on Web Accessibility
- Standard on Web Usability
- Standard on Web Interoperability
- Federal Identity Program requirements
- Conduct cross-platform testing across Adobe Acrobat, Foxit Reader, Microsoft Edge, Chrome, and mobile devices.
- Validate form functionality, field logic, and error messaging.
- Ensure forms remain editable and maintainable for future updates.
- Provide written handover documentation outlining field configuration, accessibility considerations, and editing procedures.
- Support bilingual (English and French) form development and formatting.
- Participate in weekly reporting, stakeholder meetings, and risk mitigation activities.
- Apply UI/UX best practices to improve clarity, usability, and structured user experience within forms and web interfaces.
Required Skills & Experience
- Minimum Bachelor’s degree in Computer Science, Software Engineering, or a related technical field.
- Minimum 5 years of professional experience as a Web Developer within the last 10 years.
- Minimum 2 years of experience developing accessible PDF forms and reviewing MS Word forms for accessibility optimization.
- Strong knowledge of WCAG 2.1 Level AA standards.
- Experience working with the Government of Canada digital standards (asset).
- Strong proficiency in:
- JavaScript
- HTML5
- CSS / Tailwind CSS
- Experience implementing interactive PDF functionality, including structured tagging and validation logic.
- Hands-on experience with Adobe Acrobat Pro.
- Experience conducting cross-browser and cross-platform testing.
- Working knowledge of UI/UX principles and accessibility-first design.
- Experience working in government or public sector environments (asset).
- Strong written documentation skills.
- Ability to manage multiple forms concurrently and meet deadlines.
- Excellent communication skills in English; bilingual (English/French) is a strong asset.
Additional Information
This is a remote, contract-based position. Candidates must have PR or Canadian Citizen work authorization. Security clearance is not required. The closing date for applications is March 1, 2026.
Contractors operating as registered corporations must provide proof of Commercial General Liability, Professional Services Liability, Cyber Liability Insurance, and Legal Expense Coverage.
