Role Summary
The Permitting Analyst at Petroleum Field Services, LLC is responsible for executing end-to-end permitting services for a diverse range of energy and infrastructure projects. This includes oil and gas, renewables, and associated facilities and linear infrastructure. The role supports assigned projects from initial intake through final approval, encompassing the preparation of permit applications and supporting documentation, coordination of internal inputs, and diligent agency submittal follow-through.
This position requires maintaining accurate status and timeline visibility for Project Managers and clients, actively supporting routine agency coordination and deficiency responses, and ensuring all permit deliverables are consistently accurate, complete, and agency-ready.
The Permitting Analyst coordinates permitting work across various internal teams, including Project Management, Survey, Engineering, and GIS, as well as external stakeholders such as clients, agencies, and vendors. This ensures that submittals adhere to all applicable federal, state, and local requirements. Typical scopes of work include county and municipal permits, state oil and gas commission filings (e.g., ECMC, TX RRC, WOGCC, NMOCD), and federal permitting (e.g., BLM ROW/APD), alongside permit condition tracking and compliance support through post-approval reporting and closeout as assigned.
Key Responsibilities and Deliverables
- Permitting requests are executed end-to-end with clearly defined scope, required inputs, and realistic timelines established early and maintained through approval.
- Submittals are consistently accurate, complete, and agency-ready, resulting in minimal rework, supported by rigorous QA/QC checks and robust documentation standards.
- Permitting tasks are visible and proactively managed, with reliable status tracking, clear due dates, and defined ownership communicated effectively to Project Managers and clients.
- Agency coordination is timely and professional, including routine follow-up and deficiency responses, with appropriate escalation when requirements, schedules, or conditions change.
- Internal coordination is effective across Project Management, Survey, Engineering, and GIS teams to secure inputs punctually and prevent downstream delays.
- Permit conditions and assigned post-approval obligations are meticulously tracked and supported through execution, including reporting and closeout requirements that impact field work and project deliverables.
Essential Duties & Responsibilities
Permitting Delivery and Execution
- Execute comprehensive permitting work for assigned projects, from intake through approval, including application preparation, supporting exhibits, and submittal packaging.
- Confirm permit scope, required inputs, dependencies, and target timelines in collaboration with the Project Manager and internal teams.
- Prepare and submit permit applications to local, state, and federal jurisdictions as assigned, strictly adhering to agency requirements and client standards.
- Track permit status, approvals, conditions, and expirations; thoroughly document requirements, constraints, and next steps, communicating impacts to the project team.
- Support permit condition tracking and assigned post-approval obligations, including required reporting, notifications, and closeout documentation.
Agency, Client, and Internal Coordination
- Coordinate effectively with agencies to confirm procedures, timelines, and documentation requirements; meticulously document all communications and outcomes.
- Respond promptly to routine agency questions and deficiency requests; coordinate necessary corrections and resubmittals; escalate higher-risk issues as appropriate.
- Collaborate with clients and internal teams (Project Management, Survey, Engineering, GIS) to obtain essential inputs, resolve data gaps, and maintain schedule alignment.
- Provide clear and timely status updates to Project Managers and clients, detailing risks, dependencies, and action items.
Quality, Documentation, and Process Discipline
- Produce accurate, complete permitting deliverables consistent with company standards; apply rigorous QA/QC checks prior to every submittal.
- Maintain organized project records and robust document control from initial intake through final approval and closeout.
- Utilize and contribute to checklists, templates, and documented processes to minimize rework and enhance predictability.
- Identify recurring issues or bottlenecks and recommend impactful process improvements to the Permitting Supervisor.
Reporting and Visibility
- Maintain accurate task lists, due dates, and permit status tracking within department systems; ensure permitting timelines are current and highly visible.
- Provide recurring updates to the Permitting Supervisor on workload, deadlines, constraints, and risks; support reporting needs as required.
Required Skills & Abilities
- Permitting execution: Demonstrated ability to prepare, coordinate, and submit comprehensive permitting packages across local, state, and federal jurisdictions; capable of managing multiple concurrent permits with competing deadlines.
- Regulatory process knowledge: Working knowledge of permitting workflows and agency expectations for energy and infrastructure projects, including typical requirements for state oil and gas commissions and federal land permitting (e.g., BLM).
- Project coordination: Strong ability to manage intake, scope confirmation, dependencies, and deliverable schedules; proactively anticipates constraints and communicates potential impacts early.
- Quality and attention to detail: Consistently produces accurate, complete, agency-ready submittals; rigorously applies QA/QC practices, checklists, and documentation standards.
- Communication: Exhibits clear, timely communication with Project Managers, clients, agencies, and internal teams; adept at documenting requirements, decisions, and status updates.
- Client service and professionalism: Maintains a professional presence and responsiveness; handles agency and client interactions with sound judgment and appropriate escalation.
- Organization and prioritization: Capable of managing a demanding permitting queue, prioritizing tasks effectively, and maintaining reliable tracking of tasks, due dates, and ownership.
- Technical proficiency: Proficient with Microsoft 365 (Outlook, Teams, Excel, Word); comfortable learning and utilizing permitting portals, project tracking tools, and document management systems.
- Independent work habits: Able to work effectively in a remote environment, maintain responsiveness during core business hours, and meet deadlines with minimal supervision.
Preferred Qualifications
- Multi-jurisdiction experience: Experience supporting permitting across multiple counties and agencies, with familiarity across varying requirements and submittal expectations.
- Agency-specific familiarity: Prior experience with ECMC, TX RRC, WOGCC, NMOCD, and/or BLM permitting processes and common submittal requirements.
- Permit conditions and closeout: Experience tracking permit conditions, post-approval reporting, and closeout requirements through project execution.
- Process improvement: Experience developing checklists, templates, SOPs, dashboards, or workflow improvements that reduce rework and increase visibility.
- Professional services delivery: Experience supporting multiple clients and projects simultaneously in a consulting/professional services environment.
Education & Experience
Required
- Education: High school diploma or equivalent.
- Experience: 3+ years of experience in permitting, regulatory support, or compliance tracking for energy and infrastructure projects (oil and gas, renewables, and related facilities and linear infrastructure).
- Permitting experience: Demonstrated experience preparing and submitting permit applications and coordinating supporting documentation for local, state, and/or federal jurisdictions.
- Coordination experience: Experience coordinating with internal teams and external stakeholders (Project Managers, clients, agencies, and vendors) to meet timelines and quality expectations.
- Systems and documentation: Experience maintaining organized project records, permit tracking, and documentation to support visibility and predictable delivery.
Preferred
- Education: Associate’s or Bachelor’s degree in Environmental Science, Natural Resources, Planning, GIS, Engineering, or a related field.
- Agency familiarity: Experience with state oil and gas permitting processes (e.g., ECMC, TX RRC, WOGCC, NMOCD) and/or federal permitting (e.g., BLM ROW/APD).
- Multi-state experience: Experience supporting permitting across multiple states or basins (e.g., Colorado, Texas, New Mexico, Wyoming).
- Post-approval compliance: Experience tracking permit conditions, post-approval reporting obligations, and closeout requirements through project execution.
- Professional services: Prior experience in a professional services/consulting environment supporting multiple clients and deadlines.
