Job Description: Infrastructure Design Manager

Parsons is looking for an amazingly talented Infrastructure Design Manager to lead and oversee the design development of a major multi-billion-dollar Metro/Railway project in the United Arab Emirates. This role presents an exciting opportunity to be at the forefront of a transformative transportation infrastructure project, ensuring the successful planning, coordination, and execution of all infrastructure design activities.

In this role, you will lead multidisciplinary design teams, oversee the design process from concept through construction, and ensure that all project objectives, regulatory requirements, and technical standards are consistently achieved.

What You’ll Be Doing

• Lead the end-to-end design process for metro infrastructure, ensuring seamless integration of civil, structural, geotechnical, and MEP components.
• Manage the preparation, review, and approval of concept, preliminary, and detailed designs, ensuring compliance with international standards, regulations, and project specifications.
• Coordinate with multidisciplinary design teams, ensuring collaboration between architects, engineers, urban planners, and environmental specialists.
• Ensure that all design activities align with project milestones, budgetary constraints, and contractual obligations.
• Oversee the technical aspects of infrastructure design, ensuring the highest standards of quality, efficiency, and sustainability.
• Conduct design reviews, feasibility studies, and risk assessments to optimize project outcomes.
• Implement value engineering strategies to enhance cost efficiency without compromising quality or safety.
• Ensure compliance with UAE regulations, local authority requirements, and global best practices in metro/railway infrastructure design.
• Act as the primary point of contact for clients, consultants, and contractors, addressing design-related queries and resolving technical challenges.
• Work closely with project managers, construction teams, and government authorities to ensure smooth project execution.
• Prepare and deliver technical reports, presentations, and design documentation for internal and external stakeholders.
• Engage with regulatory agencies to obtain necessary permits, approvals, and ensure legal compliance.
• Identify potential design risks and mitigation strategies to prevent cost overruns and schedule delays.
• Ensure seamless integration of railway track alignment, station design, tunneling, bridges, and utilities within the broader infrastructure framework.
• Monitor and manage design modifications, scope changes, and contract variations throughout the project lifecycle.
• Provide technical guidance and mentorship to design engineers, fostering a collaborative and high-performance work environment.

Required Skills & Experience

• Bachelor's Degree in Engineering.
• Chartered Engineer or Professional Engineer status preferred.
• 15+ years of experience in railway/metro infrastructure design and management.
• Extensive experience in leading large-scale rail or metro projects, preferably in the Middle East.
• Strong knowledge of metro station design, track alignment, tunneling, viaducts, bridges, and utility integration.
• Expertise in international design standards (AREMA, UIC, AASHTO, FIDIC, and local UAE regulations).
• Proficiency in design and modeling software (AutoCAD, Civil 3D, MicroStation, BIM, GIS, and structural analysis tools).
• Experience with EPCM and Design-Build projects.
• Exceptional leadership and team management skills.
• Excellent written and oral communication skills.
• Experience in design review and construction.
• GCC experience preferred.
