Department Overview
Electric Operations ensures the delivery of clean, safe, reliable and affordable energy to nearly 16 million people in Northern and Central California. Electric Operations is responsible for every aspect of PG&E's electric distribution and transmission operations, including planning, engineering, maintenance and construction, asset management, business planning, restoration and emergency response.
The Quality Management organization is made up of over 300 coworkers and contractors that help ensure the safe and reliable delivery of electricity to approximately 16 million people throughout a 70,000 square-mile service area in northern and central California. The organization is accountable for the company's program to underground 10,000 miles of electric distribution lines to reduce wildfire risk, the System Inspection Program to identify potential risks to the safety and reliability of the system, and Maintenance & Construction Programs ensure safe and reliable delivery of electricity. The Quality Management Planning & Improvement (P&I) team supports the organization to meet or exceed established operational targets, including compliance requirements, KPIs, budget, and risk reduction strategies that support the company’s Purpose, Virtutes and Stands.
Position Summary
Provide GIS and database support for the implementation of risk management duties. Responds to queries and resolves technical issues. Leads and/or supports the preparation of annual regulatory reports.
This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be Dublin, San Ramon or Stockton. Position requires travel throughout the the PG&E Service Territory.
Job Responsibilities
- Act as a thought leader, applying extensive unique subject matter expertise in the development of strategy or resolution of complex issues
- Work with senior management to support strategic planning and decision making; anticipate issues and develop innovative solutions for unique and complex problems
- Develop and present complex technical information clearly, concisely and effectively to Officer and Director levels across PG&E and in industry forums
- Manage major cross-functional projects and initiatives with significant risk and impact to the company or LOB
- Work with Business and IT Leads, Business Users and Vendors to design, construct, implement and support software systems. Monitor, track and report on the status of projects and initiatives as required
- Represent PG&E in professional industry associations, leveraging expertise and industry involvement to achieve positive results.
- Use unique expertise to drive effective evaluation and application of new technology in order to optimize future developments in terms of cost and operability.
- Support the development, review & update of procedures, standards and specifications as required.
- Utilize advanced knowledge and broad expertise to solve complex problems regarding GIS-related software, hardware, work processes, user support and data integration
- Work autonomously on all projects including extremely complex projects
- Demonstrate by personal action a 100% commitment to employee and public safety.
- Coach and mentor to GIS Technical Specialists, may provide direction to less experienced employees.
Qualifications
Minimum:
- Bachelors Degree or equivalent experience
- 10 years of experience with GIS applications in the utility industry.
- 5 years of experience in ArcGIS 9.x or later.
- 5 years of experience in Integrity Management function at a Gas Transmission or Pipeline Utility.
- May be required to have a valid California driver's license on day one of employment
- Travel required within service territory
Desired:
- Master’s Degree, in engineering, geography, cartography, planning, computer science or related field
- Certified GIS Professional
- Project Management Certification
- ESRI ArcSDE 9.x or later
- ISAT or PODS Experience

- Experience in developing and administering contracts.
- 3 years of direct software development work experience in an IT field.
- Knowledge of 49 CFR Part 192
- Knowledge of PHMSA Advanced Notice of Proposed Rulemaking (ANPRM) [Docket No. PHMSA- 2011-0023], "Pipeline Safety: Safety of Gas Transmission Pipelines"
- Mastery / In-depth competencies in GIS analytics
- Software engineering proficiency in spatial database applications, including ArcGIS 9.x or later
- Strong analytical and problem-solving skills; ability to initiate and maintain exemplary working relationships with other technology workers and business customers.
- Expert communication skills; ability to express complex concepts effectively, both verbally and in writing to diverse groups of people; ability to organize and present information and recommendations to Officers, Directors and the industry
- Mastery/in-depth expertise in Microsoft Access, Oracle, or SQL server databases; ability to write, analyze, and maintain complex SQL queries and stored procedures
- Demonstrated ability to continue to learn new skills and willingness to share knowledge with others
- Safety record demonstrating safety is a priority for self and team
