Background
The OSCE, a key international organization, addresses a wide range of security concerns including arms control, human rights, cross-border cooperation and more. Operating on a consensus-based decision making system among 57 participating States, the OSCE delivers security through a comprehensive politico-military, economic, environmental, and human approach.
Assignment Overview
This is an evaluation assignment for OSCE’s work in border management. The purpose is to enhance accountability, promote organizational learning and inform strategic decision-making by assessing OSCE’s performance over the past 12 years in implementing its border management mandate.
Objectives
- Assess OSCE’s performance and accountability in border management.
- Provide insights into factors affecting effectiveness and efficiency.
- Offer actionable recommendations for future strategic decisions.
Deliverables & Responsibilities
The Senior Expert will:
- Contribute significantly to the Inception Report and evaluation methodology.
- Conduct data collection including field visits and prepare concise Field Visit Reports.
- Develop the Evaluation Report, Executive Summary, and PowerPoint slides based on evidence and findings.
Duration & Management
The assignment is a results-based contract for 50 working days, from November 2025 to March 2026, managed by a Senior Evaluator and the Evaluation Team Leader at the OSCE Office of Internal Oversight.
Qualifications
- Master’s degree or higher in a relevant field.
- Minimum 7 years’ professional experience in border management or related fields.
- Expertise in qualitative and quantitative analysis with strong report writing skills.
- Experience with international organizations and gender-sensitive approaches.
