Project Controls Manager FEP (Front End Planning)
The Global Program Controls organization provides the governance, reporting, controls processes, and portfolio visibility required to support Oracle Cloud Infrastructure’s global data center delivery objectives. This role will work closely with the Front End Planning (FEP) organization, and other relevant stakeholder groups, ensuring early demand signals, letters of intent, project intake data, and planning inputs are captured, structured, governed, and reported consistently across the pre-execution lifecycle.
As the Project Controls Manager FEP IC5, you will lead the development of controls processes that support FEP from early demand signals through LOI, project intake, planning readiness, and transition toward execution. This includes tracking all relevant data, intake maturity, commercial status, schedule assumptions, cost inputs, risks, dependencies, stakeholder decisions, and readiness indicators. This role requires a self-starting leader who can operate with limited direction, create structure in ambiguity, and build scalable processes, reporting mechanisms, and governance models. The successful candidate will bring Data Center Front End Planning experience, project controls expertise, working knowledge of contracts and negotiations, and the ability to influence cross-functional teams across a complex global infrastructure portfolio.
Key Responsibilities
Program Controls during Pre-Execution
- Serve as the Global Program Controls lead responsible for all things pre-execution.
- Develop project controls processes supporting from early demand signal through LOI, design, planning readiness, and execution transition.
- Establish scalable controls, inform reporting, and governance frameworks that improve visibility into the critical data points needed to inform downstream decision-making.
- Partner with internal stakeholder groups to define required data, data quality, reporting cadence, intake governance, readiness criteria, and escalation paths.
- Ensure FEP related project controls information is accurate, structured, current, and available for leadership decision-making.
Early Intake, LOI & Demand Signal Controls
- Establish processes to capture early demand signals from Capacity Planning, Customer teams, Site Selection, and other internal stakeholders.
- Track potential projects from initial signal through LOI, intake validation, project prioritization, and coordination with Plan of Record processes.
- Develop standardized criteria, data fields, reporting templates, milestone gates, and documentation requirements.
- Identify gaps in early-stage project data, commercial status, scope assumptions, schedule inputs, and readiness information.
- Translate early demand signals and incomplete project information into consistent, reportable project controls data.
- Develop dashboards, pipeline trackers, readiness scorecards, and executive reporting inputs in partnership with the Data & Digital Excellence team.
Reporting, Data Quality, Data & Digital Excellence Partnership
- Work with the Data & Digital Excellence team to define reporting inputs, dashboard requirements, reporting design, data quality checks, and data governance expectations.
- Support the design and improvement of reporting tools, dashboards, databases, and portfolio trackers used by FEP and Global Program Controls leadership.
- Validate data completeness, consistency, and accuracy across early-stage project controls information.
- Partner with Data & Digital Excellence to identify reporting gaps, data integrity issues, automation opportunities, and dashboard enhancements.
- Use reporting outputs to identify trends, bottlenecks, missing data, milestone slippage, readiness gaps, and decision dependencies.
- Track commercial milestones, LOI status, negotiation dependencies, procurement assumptions, and contract-related risks.
- Partner with Commercial, Legal, Procurement, Estimating, FEP, Delivery, and Construction stakeholders to ensure commercial considerations are captured and visible.
Stakeholder Management
- Interface with FEP and stakeholder groups including Site Selection, Capacity Planning, Customer teams, Design and Engineering, Estimating, Scheduling, Commercial, Finance, Delivery, Construction, and Data & Digital Excellence.
- Coordinate with stakeholder teams to collect, validate, and report data required to support decision-making.
- Lead cross-functional working sessions focused on data quality, reporting standards, process alignment, milestone governance, and readiness requirements.
- Influence matrixed teams without direct authority to improve data discipline, reporting accuracy, accountability, and decision velocity.
- Present project controls insights, portfolio status, risks, trends, and recommended actions to senior leadership.
Process Development & Continuous Improvement
- Build standardized Global Program Controls processes for FEP interface activities, including intake tracking, LOI reporting, readiness reviews, reporting inputs, and executive reporting support.
- Create templates, process maps, data standards, operating rhythms, and governance models.
- Define controls performance indicators, including intake completeness, reporting accuracy, milestone adherence, readiness quality, and cycle-time improvement.
- Improve processes to support scale, speed, consistency, and executive decision quality.
- Operate independently to identify needs, develop solutions, align stakeholders, and implement improvements.
Required Qualifications
- 12+ years of experience in project controls, program controls, construction controls, infrastructure planning, or capital program management.
- Strong experience in data center, hyperscale, mission-critical, or complex infrastructure development environments.
- Experience supporting front-end planning, preconstruction, project intake, portfolio planning, governance, or early-stage development processes.
- Strong understanding of project controls, including schedule management, cost tracking, milestone reporting, risk management, forecasting, and portfolio reporting.
- Experience with databases, reporting tools, dashboards, data governance, data quality controls, and portfolio analytics.
- Proven ability to work across a complex matrixed organization.
- Ability to operate independently in a self-starting leadership role with high ambiguity and significant cross-functional influence.
Preferred Qualifications
- Bachelor’s degree in Construction Management, Engineering, Architecture, Business, Finance, Data Analytics, or related discipline.
- Experience supporting hyperscale cloud infrastructure, AI infrastructure, or global data center expansion programs.
- Experience with Power BI, Tableau, scheduling tools, estimating systems, project management platforms, or similar reporting/database platforms.
- Experience presenting project controls information to senior leadership or executive stakeholders.
