Program Security Administrator at Oracle
This role is based in our Arlington, VA office. This position will provide support for EHRM, DHMSM, and IHS onboarding/offboarding processes, focusing on personnel supporting OCI Integration activities. This includes overseeing the end-to-end domain access approval and provisioning process, OCI access, and ensuring all resources supporting Oracle Health federal contracts meet compliance and security requirements.
Oracle Health is seeking an experienced, detail-oriented professional to serve as a Program Security Administrator supporting our federally contracted business. This highly visible role is critical to safeguarding contract compliance, facilitating smooth onboarding/offboarding, and overseeing access provisioning for all personnel working with Oracle Health federal customers.
You will partner closely with the onboarding/offboarding and domain access teams to manage the secure, compliant movement of personnel and oversee access approvals. The ideal candidate combines exceptional organizational skills, robust knowledge of federal compliance, strong communication abilities, and relentless follow-through to ensure all requirements are met efficiently and accurately.
Key Responsibilities
Onboarding & Offboarding
- Oversee and coordinate the onboarding/offboarding process for all resources working on federal contracts, ensuring alignment with all federal and contractual requirements.
- Collaborate with internal and external stakeholders—including Consulting, Public Security, Oracle Health Government Services, and program leads—to maximize efficiency and effectiveness.
- Interact with people and systems to facilitate timely and compliant onboarding and offboarding, resolving data errors and omissions quickly.
- Maintain documentation and process records in accordance with company and regulatory standards.
- You will be required to be onboarded to a federal contract and agree to a federal background investigation to perform this work.
- You will work independently, but also work as part of a larger team to maximize the number of people moving in and out of the onboarding process.
Domain Access Approval & Oversight
- Partner with Identity and Access Management teams to ensure end-to-end compliance for system access, including tracking, oversight, and reconciliation of all access requirements.
- Regularly audit and review reporting to verify roster accuracy, resolve discrepancies, and ensure timely updates.
- Maintain and update compliance documentation for audit readiness.
Collaboration & Process Improvement
- Provide subject matter guidance and training to stakeholders involved in onboarding, offboarding, and domain access approval and provisioning.
- Work cross-functionally to streamline processes and drive adherence to corporate and regulatory policies.
- Support internal audits and drive continuous improvement in process performance and controls.
Documentation & Compliance
- Ensure all records are complete, accurate, and audit-ready, meeting internal policy and regulatory expectations.
- Contribute to the creation and refinement of procedures, with a focus on compliance and operational excellence.
Qualifications
- Bachelor’s degree or equivalent relevant experience.
- Ability to obtain and maintain the required government security clearance for your position.
- U.S. citizenship required due to contractual requirements.
- 3-5 years of relevant experience in security administration, compliance, onboarding/offboarding, or a related field.
- Proficiency with Microsoft Office Suite (Excel, Word, Outlook); experience with JIRA is a plus.
- Strong written and verbal communication skills, with the ability to interact with management and external clients.
- Excellent organizational, multitasking, and problem-solving capabilities.
- Proven track record as a detail-oriented self-starter with a customer-focused mindset and strong relationship management abilities.
- Comfortable adapting to change in a high-energy, fast-paced environment and adept at holding others accountable.
