About the Role: Lead Learning Consultant

Oracle Health Government Services is seeking a Lead Learning Consultant to significantly contribute to the VA Innovative Technology Advancement Lab (VITAL) program. This pivotal role is embedded within the Value Realization workstream, where you will serve as a mentor, instructor, and key program contributor. You will guide VA participants through advanced analytics, performance improvement methodologies, and the execution of applied Capstone projects within the Federal EHR environment.

You will work in close collaboration with Oracle Health teams, VA leadership, and a diverse group of multidisciplinary stakeholders. Your primary goal will be to ensure consistent, high-quality instructional delivery, effective Capstone mentorship, and the achievement of measurable participant outcomes that directly support the VA’s ongoing healthcare transformation initiatives. Additionally, this position offers scope for deployment delivery within your area of expertise, whether clinical, performance improvement, or reporting and analytics.

Key Responsibilities

The Lead Learning Consultant holds primary responsibility for instructional delivery and the successful execution of applied projects across various VITAL cohorts. This role is crucial in ensuring integrated, high-quality learning experiences and Capstone project outcomes, while effectively managing program timelines, participant readiness, and the capabilities of the Federal EHR.

The position skillfully combines consulting leadership, instructional facilitation, and hands-on analytics mentorship. You will guide participants through complex, non-routine performance improvement challenges, leveraging Federal EHR data and reporting tools.

  • Program Delivery & Session Facilitation: Co-facilitate cohort sessions to ensure consistent curriculum delivery and achievement of learning objectives. Reinforce instructional content through real-time facilitation, guided discussions, and practical, hands-on exercises. Provide assistance to participants with Federal EHR reporting tools, analytics platforms, and data interpretation activities. Collaborate closely with VA leadership and instructional teams to maintain alignment across sessions, cohorts, and delivery models. Offer practical examples, contextual guidance, and just-in-time instruction to enhance comprehension and applied learning.
  • Capstone Project Mentorship: Guide teams through the entire project lifecycle, supporting them in navigating Federal EHR reports, key metrics, and data structures to foster evidence-based decision-making. Facilitate recurring Capstone meetings, diligently track progress against established milestones, and reinforce accountability. Proactively identify risks, operational barriers, or team challenges and recommend effective corrective actions. Escalate issues to VA leadership as appropriate and provide routine status updates.
  • Consulting Leadership & Stakeholder Engagement: Analyze participant and program needs to ensure delivery aligns with VA objectives and Value Realization goals. Apply industry best practices, deep analytics expertise, and comprehensive healthcare domain knowledge to resolve complex, non-routine challenges. Influence participant and stakeholder decision-making through data-driven insights and structured facilitation. Serve as a trusted advisor to VA participants, continuously reinforcing performance improvement and change management best practices. Contribute to program evolution by providing feedback, sharing lessons learned, and participating in content refinement.

You will also analyze business needs to help ensure Oracle solutions meet customer objectives by combining industry best practices, product knowledge, and business acumen. Exercise sound judgment in selecting methods and techniques to deliver functional and technical solutions on complex aspects of applications and technology installations. Provide direction and mentorship to project teams, effectively influencing customer leadership on key decisions. Support business development by pursuing new opportunities and collaborating with the consulting sales team by providing domain expertise. Resolve complex customer issues by recommending and implementing solutions, demonstrating expertise in multiple business processes across product families or the ability to architect technology solutions across multiple products.

  • Adherence to corporate and organizational security policies and procedures, understanding your personal role in safeguarding corporate and client assets, and taking appropriate action to prevent and report any security compromises within your scope.

Qualifications

  • 8–10 years of experience relevant to healthcare consulting, analytics, performance improvement, or informatics roles.
  • 4+ years of consulting experience preferred.
  • Bachelor’s degree in a clinical discipline, health informatics, data analytics, or a related field OR equivalent practical experience.
  • Demonstrated expertise in analytics, reporting platforms, and healthcare performance improvement methodologies.
  • Proven ability to facilitate adult learning in virtual or instructor-led environments.
  • Strong communication, influencing, and stakeholder engagement skills.
  • Ability to obtain and maintain the appropriate government security clearance.
  • U.S. citizenship required due to client contract requirements.

Preferred Qualifications

  • Familiarity with VA operations, Federal EHR workflows, and federal reporting requirements.
  • Experience mentoring or coaching multidisciplinary teams through analytic or improvement initiatives.
  • Ability to design and guide solutions spanning multiple tools, reports, and data sources across the analytics stack.

Compensation and Benefits

This role is based in the US, with a hiring range from $97,500 to $199,500 per year. Eligibility for bonus and equity may apply. Oracle maintains broad salary ranges to account for variations in knowledge, skills, experience, market conditions, and locations, as well as to reflect differing products, industries, and lines of business. Candidates are typically placed into the range based on these factors and internal peer equity.
