Role Summary
Join a high-impact Agile team supporting one of the nation’s largest electronic healthcare modernization programs. The Instructional Designer and Developer (IDD) leads complex learning initiatives supporting a large-scale Federal electronic healthcare program. This role assesses training needs for complex workflows, workflow adoption, and defines blended learning solutions and approaches, ensures scalability and innovation across the learning product lifecycle, aligned to the client’s operational needs.
Key Responsibilities
- Identify complex learning needs assessments and learning solution design and development across various learning modalities.
- Assess, design, develop, and maintain learning products, including but not limited to assessments, job aids, performance support, eLearning/CBT/LMS, ILT/vILT, and webinars, supporting enterprise deployments, sustainment, and client requirements.
- Apply advanced instructional design, adult learning principles, performance support strategies, and content subject matter knowledge to the full learning product lifecycle; including but not limited to iterative update based on evaluation and deployment data and stakeholder and SME feedback.
- Drive responsible and strategic use of AI across learning design, development, and operational optimization.
- Ensure all learning products comply with Section 508 requirements, quality standards, and organizational compliance policies for all learning solutions and LMS deployments; troubleshoot and resolve technical issues as they arise.
- Partner with project leadership and internal and external stakeholders and SMEs to ensure site-based training readiness and deployment success.
- Provide guidance and support to Agile learning team members.
- Effectively communicate the status of learning products to internal and external stakeholders, promptly identifying and communicating potential obstacles to leadership, to ensure timely delivery and stakeholder alignment.
- Operate effectively in Agile and continuous delivery environments.
Required Skills
- Advanced instructional design (e.g., ADDIE/SAM) and development across blended modalities for enterprise learning solutions.
- Advanced learning solution design for large-scale technology implementations.
- Proficient in the development conversion of learning assets (i.e., Captivate to Articulate Storyline).
- Deep application of learning science and adult learning strategies.
- Advanced learning systems thinking and learning product lifecycle management.
- Strategic use of AI for innovation, efficiency, and scalability of learning solutions.
- Executive-level stakeholder engagement and communication.
- Excellent communication, organization, and interpersonal skills.
- Advanced proficiency in managing multiple priorities and meet deadlines in fast-paced Agile environments.
- Advanced proficiency in content upload, deployment and tracking for Learning Management Systems (LMS).
- Advanced proficiency to design, develop, and troubleshoot learning solutions, ensuring that they meet Section 508 requirements and quality and compliance standards.
- Advanced proficiency with Articulate Storyline, Captivate, SCORM/xAPI packages, SharePoint, JIRA, and Confluence.
Qualifications
Bachelor’s degree in Instructional Design, Education, Learning Technologies, or related field; advanced degree preferred, or equivalent experience. At least 6 years of combined related work experience and completed higher education, including: instructional design, adult learning principles, Section 508, supporting learning solution programs, preferably for health care information technology (HCIT) with a major healthcare organization or large-scale IT transformation project. Experience working in regulated or federal environments preferred. PMP and/or ATD/ISPI certification preferred. Must be U.S. citizen and be able to obtain a Public Trust clearance. Can travel to customer sites, if required.
