Director of Delivery and Operations - Oracle Health Transformation Office
The Federal Consulting team at Oracle is seeking an experienced Director of Delivery & Operations to join the Oracle Health Transformation Office. This is a hands-on operational leadership role focused on driving cross-functional operating improvements and mitigating delivery-impacting risks. You will be responsible for operational uplift, defining deployment-phase reporting needs, and enabling delivery risk management by removing friction that slows down delivery.
Key Responsibilities
- Drive operational improvement initiatives to reduce delivery friction within Federal Consulting.
- Define deployment-phase reporting requirements for executive dashboards.
- Identify and resolve operational blockers that hinder deployment pace, quality, or readiness.
- Track the impact of operational process improvements on cycle time and manual effort.
- Surface delivery risks early through key performance indicators (KPIs) such as gateway, governance, adoption, and readiness metrics.
- Establish clear escalation paths for recurring operational issues and collaborate with Technology and AI teams to automate workflows.
- Partner with the Change Lead to address employee sentiment related to friction caused by adoption or operating model changes.
- Coordinate cross-functional improvements without assuming day-to-day delivery execution responsibilities of existing teams.
Basic Qualifications
- A minimum of 10 years of combined relevant work experience and higher education in areas such as delivery operations, program management, consulting operations, or enterprise process improvement.
- A proven track record of successfully implementing operational improvements that demonstrably reduce cycle time, manual effort, or delivery friction.
- Experience in coordinating cross-functional issue resolution involving IT, security, finance, deal desk, and delivery teams.
- Demonstrated ability to pinpoint operational blockers and establish effective escalation paths for recurring issues.
- A strong understanding of deployment readiness, resource enablement, and operational KPIs like gateway, governance, adoption, and readiness metrics.
- Experience in defining reporting needs and translating operational data into executive-level visibility.
- Ability to coordinate functional improvements while respecting the ownership of existing delivery teams.
- Must be a US citizen and reside in the US to obtain a Federal security clearance (Public Trust).
- Exceptional attention to detail, precision, and a strong commitment to achieving measurable delivery outcomes.
Preferred Qualifications
- Prior experience within Oracle Health, healthcare IT, Federal Consulting, or federal healthcare delivery environments.
- Experience supporting VA or other federal deployment programs.
- Possession of a Project Management Professional (PMP), Lean Six Sigma, or similar process improvement certification.
