Job Description

Job Description

The Construction Business Operations Lead (IC4) role is a senior individual contributor position responsible for strengthening operational rigor, visibility, and execution discipline across Oracle Cloud Infrastructure (OCI) data center construction programs. This role serves as a key internal enabler for construction leadership, supporting all VPs (M6) and IC6s within the organization through planning, governance, workforce management, and cross-functional coordination.

Key Responsibilities

  • Partner with OCI construction and delivery leadership, including all VPs (M6) and IC6s, to support program-level planning, execution, and performance management.
  • Assist with internal reporting and executive readouts covering schedule, risks, milestones, dependencies, and capacity impacts.
  • Manage and track headcount, PINs, and workforce planning in partnership with HR, Finance, and leadership.
  • Support hiring efforts, including requisition planning, prioritization, and coordination with recruiting partners.
  • Assist with internal stakeholder alignment across OCI teams including design engineering, network, capacity planning, procurement, hardware, commissioning, and operations.
  • Coordinate closely with the Construction Chief of Staff, who will own similar and adjacent technical programs, to support leadership forums, strategic initiatives, and follow-through on key actions.
  • Support onboarding of new team members by coordinating access, tools, operating rhythms, and role clarity to ensure rapid productivity and alignment.
  • Establish and maintain operating rhythms, governance models, and decision-tracking mechanisms across the organization.
  • Identify systemic risks, resourcing gaps, and execution issues, elevating insights and recommendations to leadership.
  • Enable scenario planning and tradeoff analysis tied to capacity, staffing, and delivery commitments.
  • Support continuous improvement initiatives focused on predictability, speed, and quality.

Required Qualifications

  • 8+ years of experience in business operations, program operations, construction operations, or a related role.
  • Experience supporting senior leaders in a matrixed organization.
  • Strong analytical, organizational, and prioritization skills.
  • Proven ability to influence outcomes through collaboration rather than authority.
  • Excellent written and verbal communication skills.
  • Demonstrated ability to operate independently in fast-paced, ambiguous environments.

Preferred Qualifications

  • Experience within hyperscale cloud, data center delivery, or mission-critical infrastructure organizations.
  • Familiarity with workforce planning, headcount management, and internal governance processes.
  • Experience building or scaling internal operating and reporting frameworks.
  • MBA, PMP, or equivalent experience preferred but not required.

IC4 Expectations

  • Operates independently with limited direction.
  • Owns complex internal problem spaces end to end.
  • Acts as a trusted partner to VPs (M6), IC6s, and the Construction Chief of Staff.
  • Drives clarity, alignment, and execution discipline across internal teams.
  • Consistently delivers high-quality outputs that materially improve leadership decision-making.
