Job Description

IT Systems Architect

The Nuclear Energy Agency (NEA), operating under the Organisation for Economic Co-operation and Development (OECD), is seeking an experienced IT Systems Architect to join their team. The NEA facilitates international cooperation in nuclear safety, technology, science, environmental, economic, and legal matters. This role is crucial in designing, implementing, and governing a secure, resilient, and cost-effective hybrid infrastructure centered on Microsoft technologies, while also incorporating Linux systems.

Main Responsibilities

Architecture & Design
  • Define and maintain the target-state architecture for a hybrid Microsoft ecosystem (on-premises datacenters and Azure).
  • Oversee and define solution designs for identity, access, storage, and compute.
  • Develop reference architectures and standards for Windows Server, Microsoft 365, and Azure services.
  • Produce high-quality architecture artefacts, including design diagrams and runbooks.
Hybrid Infrastructure (On Prem & Cloud)
  • Deploy and optimize Hyper-V based virtualization, managing clusters, host configuration, VM templates, and performance.
  • Administer VMware virtual machines and optimize Microsoft licensing.
  • Plan and execute server lifecycle management (capacity planning, patching, image baselines).
  • Manage Azure subscriptions, resource groups, policy, RBAC, and tagging.
  • Define and apply backup and recovery procedures.
Microsoft 365 & Identity
  • Provide end-to-end administration and operational oversight of Microsoft 365 (Exchange Online, SharePoint Online, OneDrive, Teams, Intune/Endpoint Management, Purview).
  • Manage Entra ID, conditional access, identity protection, MFA, SSO, and privileged identity management (PIM).
  • Establish device compliance and configuration policies (Intune/Autopilot), application protection, and update rings.
IT Operations & Support
  • Provide Tier 2 support for incidents and problems, guiding root cause analysis and permanent fixes.
  • Mentor and enable the IT Support team with runbooks, knowledge articles, and training to improve first call resolution.
  • Participate in calls for tender and change advisory processes.
  • Maintain comprehensive architecture documentation, inventories, topology maps, and SOPs.
  • Establish governance for resource naming, tagging, cost allocation, backup, and data retention.

Qualifications

Ideal Candidate Profile
  • A university degree in computer science, information systems, or equivalent work experience.
  • 3-5 years of progressive experience in infrastructure engineering with a focus on Microsoft technologies.
Required Qualifications
  • At least 5 years of experience with Windows Server (2019/2022/2025), Active Directory/Entra ID, Group Policy, DNS/DHCP, ADFS, AD Certificate Services, file/print services.
  • At least 3 years of experience administering Microsoft 365 in a hybrid environment.
Preferred Qualifications (Nice To Have)
  • Hyper-V experience: Storage Spaces Direct (S2D) cluster.
  • Experience with Microsoft Azure.
  • Exposure to VMware vSphere/ESXi.
  • Experience with Linux systems.
  • Proficiency with PowerShell scripting and automation.
  • Familiarity with Infrastructure as Code (Bicep/ARM/Terraform).

Tools & Technical Skills

  • Backup: Microsoft 365 Backup, Azure Backup, Veeam Backup & Replication.
  • ITSM platform: Freshservice, ServiceNow, Jira, Remedy or other.
  • Certifications: Microsoft 365 Certified: Enterprise Administrator Expert; Microsoft Certified: Windows Server Hybrid Administrator Associate, ITIL v4 Foundation.

Core Competencies

OECD staff are expected to demonstrate behaviours aligned to six core competencies: Vision and Strategy, Enabling People, Ethics and Integrity, Collaboration and Horizontality, Achieve Results, and Innovate and Embrace Change.

Languages

Fluency in English or French and knowledge of the other, with a commitment to reach a good working level.

Additional Information

  • Closing Date: 6 April 2026
  • Contract Duration: 36-month fixed-term appointment.
  • Monthly salary starts at 6 838.10 EUR, exempt of French income tax.
  • The selection process may include a video-recorded interview, job-based assessment, and panel interviews.
