Position Overview

The Program Evaluation and Data Analyst will conduct data-driven, evidence-based rapid cycle program evaluations and analyses for internal professional services and member strategies. This role collaborates with OCHIN leaders and subject matter experts to develop, implement, and report on evaluations and analyses that foster organizational change and innovation. Please note: This position is funded through a contract, and continued employment is contingent upon contract renewal, extension, and organizational needs.

Essential Duties

• Conduct systematic literature reviews to inform program evaluation and analyses.
• Perform rapid-cycle evaluations and analytics to assess the impact of OCHIN initiatives (e.g., OCHIN’s Release Program, Builder Program, Credentialing Services, HCCN, Preferred Technology Partners).
• Undertake projects that address the needs of internal and external stakeholders to enhance their experience.
• Collaborate with subject matter experts to design, develop, and execute evaluation plans.
• Collect, validate, analyze, and interpret quantitative and qualitative data to refine program efforts and establish evidence for interventions.
• Establish evaluation frameworks and identify tools for evaluation and analytics projects to support OCHIN’s learning dissemination.
• Implement equity, justice, and data de-colonization frameworks for data analytics projects within the Evaluation and Analytics Team.
• Analyze and process data sets using advanced querying, visualization, and analytics tools.
• Build, maintain, and improve systems and processes for data collection, analysis, and reporting (e.g., program evaluations, HCCN activities).
• Manage multiple evaluation and analysis projects simultaneously to enhance OCHIN’s products and services.
• Generate high-quality, interpretable deliverables (e.g., data tables, graphs, charts, study reports, dashboards) and present findings to executive stakeholders.
• Assist OCHIN in leveraging data to drive distinction, advance strategic priorities, and improve outcomes.
• Build and maintain relationships with internal and external stakeholders.
• Communicate and collaborate effectively across disciplines and OCHIN teams.
• Participate in internal OCHIN cross-departmental project teams (e.g., Research, Clinical) as needed.

Requirements

• Minimum of three (3) years of experience in rapid cycle evaluation, research, data analytics, or implementation science.
• Bachelor’s degree in healthcare (e.g., public health, health promotion, nursing), applied mathematics, statistics, or a related field required; Master’s degree preferred.
• Experience with quantitative or qualitative software preferred.
• Experience creating reports, charts, and graphs is desirable.
• Experience in a remote role, including use of remote technologies (e.g., Zoom), is desirable.
• Demonstrated experience with program evaluation.
• Excellent interpersonal, intercultural, and customer service skills.
• Excellent communication skills, both written and spoken, for diverse audiences.
• A strong learning mindset and curiosity for new knowledge.
• Strong time management skills with the ability to handle multiple projects.
• Strong organizational skills, particularly in documentation and information management.

Competency Assessment

Prior to the team interview, candidates must complete a 50-60 minute competency assessment to evaluate alignment with OCHIN's core competencies. This assessment is for understanding fit and ensuring candidate success, not for passing or failing.

Physical Requirements/Work Environment

This role requires strong interpersonal skills, teamwork, and customer service. Frequent engagement in creativity, mentoring, and presentations/teaching is expected. Occasional independent decision-making and judgment are necessary. Proficiency in reading, speaking, writing, and understanding English is essential. The employee will regularly sit for extended periods, stand, and walk; use hands for fine motor tasks; and reach. This position operates in a virtual home-office environment. Standard office equipment, including computers and mobile devices, is routinely used. Travel may be required for OCHIN’s business needs, including Go-Live installations or training, via air, vehicle, or train.

Work Location and Travel Requirements

OCHIN is a fully remote organization with no central physical office. Employees work from home, and some positions require on-site support for member organizations during new software installations. Nationwide travel is based on business needs. Specific travel requirements for this position can be discussed during the interview process. Home office requirements include:

• Travel required up to 20% nationally for on-site Go Live support or other business requirements.
