About the Role
The NYC Department of Social Services is seeking an Associate Benefits Opportunity Specialist II (ABOS II) to serve as a Case Management Team Leader. This role involves supervising a team of Benefits Opportunity Specialist (BOS) staff who are responsible for determining eligibility, providing financial planning, offering economic support, and monitoring related services to promote self-sufficiency among clients. The ABOS II will utilize supervisory, program development, quantitative analysis, and research skills to achieve the goals of the FIA/Benefits Access Center.
Key Responsibilities
- Monitor the workflow of BOS workers handling new applications, closed Family Assistance cases, reopened Safety Net cases, and one-shot deals.
- Review specific cases and authorize benefits as required, ensuring accuracy and timeliness of reports.
- Act as a liaison to the Rental Assistance Unit and conduct daily sweeps for timely service.
- Manage a team of BOS workers who interview applicants, assess eligibility for immediate needs grants, public assistance, food stamps, and Medicaid.
- Oversee teams providing comprehensive service delivery to participants, managing case aspects, developing Employment Plans, and executing strategies for self-sufficiency.
- Ensure adequate planning, scheduling, and monitoring of case management activities, conducting regular reviews of performance and client feedback.
- Provide case consultation and guidance on complex cases, ensuring appropriate approaches for participant needs and progress.
- Oversee teams providing quick service for walk-in or telephone clients, handling reported changes, and maintaining inter-team contact.
- Oversee staff who interview and determine housing needs for at-risk or homeless tenants, developing intervention plans.
- Monitor conference activities, prepare regular reports on unit activities, and perform final review of packets before fair hearings, representing the Agency.
- Prepare reports on key performance outcomes and ensure timely implementation of corrective actions.
- May conduct field visits.
Minimum Qualifications
- High school diploma or equivalent and three years of full-time satisfactory experience in social/human services or a related setting.
- Experience must include client services, employment planning/counseling, job development, skills assessment, employment placement, or other economic opportunity programming.
- Alternatively, a baccalaureate degree with 18 months of full-time satisfactory experience as a Benefits Opportunity Specialist or similar role.
- College credit can substitute for experience at a rate of 60 semester credits for 9 months of work experience, but a minimum of 18 months of satisfactory experience is always required.
