Overview of the Senior Principal Utility Program Manager Role

The Senior Principal Utility Program Manager is a subject matter expert providing technical consultation and expertise for power-focused data center and technology programs. This critical role involves extensive technical expertise across the business, supporting new and existing campus projects, and fostering strong relationships with utility providers. The goal is to facilitate NTT Global Data Centers' construction and operation of data centers by planning, developing, and delivering utility services to ensure capacity and connectivity meet program goals.

This position oversees the programming, budgeting, design, and delivery of essential public utility services, including electricity, gas, water, fiber, and wastewater treatment. The Senior Principal Utility Program Manager guides a team of internal and external stakeholders to establish consensus, assure regulatory compliance, and meet NTT corporate goals for reliability, cost, and sustainability. Leveraging extensive expertise in utility engagement practices, the PUPM formulates and maintains utility services delivery plans through final service delivery, adhering to defined schedules and budgets.

Essential Duties & Responsibilities

  • Owns the NTT program budget for the utility impact to NTT Data Center capital improvement projects.
  • Provides due diligence and capacity planning expertise for regional expansion programs.
  • Oversees and manages easement acquisition that supports off-site routing.
  • Manages electrical utility, project management consultants, and substation contractors for transmission works and substations.
  • Develops and implements policies and procedures to sustain safety, improve efficiency, reduce costs, and enhance service quality.
  • Manages and leverages relationships with government agencies, community organizations, and other stakeholders.
  • Develops and executes energy strategies to reduce long-term energy costs.
  • Reports to senior management on program status and provides advice on critical issues and opportunities.
  • Establishes strong relationships with all stakeholders through collaboration and superior communication skills.
  • Develops and maintains a knowledge base of leading industry standards and champions internal adoption for continual improvement.
  • Provides technical consultation and expertise in the domain of on-site, distributed backup power generation and energy storage.

Knowledge, Skills, and Abilities

  • Project and program management: Ability to manage complex projects and programs, develop and track budgets, manage risks, and ensure delivery within established timelines and objectives.
  • Utility infrastructure knowledge: Expert understanding of the design, construction, and maintenance of utility infrastructure, including electrical, gas, water, fiber, and wastewater systems.
  • Technical expertise: Strong technical knowledge and experience with utility systems, including the ability to read and interpret engineering plans, specifications, and schematics.
  • Leadership and communication: Excellent leadership, communication, and interpersonal skills, with the ability to collaborate effectively with internal and external stakeholders.
  • Analytical and problem-solving skills: Ability to analyze complex data and make informed decisions.
  • Regulatory compliance: Strong understanding of applicable regulations, standards, and safety requirements.
  • Financial management: Strong financial management skills, including the ability to develop and manage budgets, monitor expenditures, and identify opportunities for cost savings.

Education & Experience

  • Bachelor’s degree in Business, Engineering, or a relevant field required.
  • 12+ years’ experience with major utility engagement.
  • Accredited degree in Engineering preferred.

Physical Requirements

Primarily walking, standing, and bending on project sites. Ability to hear and speak into a telephone. Close visual work on a computer terminal. Dexterity of hands and fingers to operate any required computer keyboard, mouse, and other technical instruments. Ability to lift and carry up to 20 lbs.

Work Conditions

Approximately 15% travel to construction jobsites at various levels of development. This is a remote position with occasional needs for on-site presence. The role requires coordination across the EMEA region and potential project assignments in Asia, necessitating work across multiple time zones. Reliable internet connection and electricity are essential, with a monthly stipend provided for remote work expenses and mobile device use.
