Job Summary

The Director, Facility Design & Construction at Nexcom manages the activities and personnel engaged in the design, procurement, construction, closeout, and post-project review phases of the Nexcom Capital Improvement Program. This role coordinates work through various stages of the capital project process, involving architectural engineering, contractual, and financial activities and is responsible for creating and maintaining facility standards for Nexcom brands.

Duties and Responsibilities

  • Develop and coordinate design, functional plans, specifications, layouts, phasing, construction decoration, fixtures, and furniture across approximately 800 buildings worldwide.
  • Supervise subordinate architects and store designers and ensure adherence to Nexcom facility standards.
  • Direct project architects, engineers, and store designers to coordinate design, phasing, cost estimates, and execution for Navy Exchange Retail, Food, Service Shops, and Navy Lodges.
  • Review and approve plans, specifications, and interior designs for renovations, expansions, and new constructions.
  • Establish procedures, priorities, scheduling, and personnel management responsibilities including leave, performance appraisals, and hiring.
  • Advise U.S. Navy as a top architectural/engineering expert regarding facility constructions and provide consultation on design concepts.
  • Track, forecast, and control project funding ensuring expenditures remain within approved limits.
  • Prepare variance reports, lessons learned, and executive-level analysis for board presentations and capital investment decisions.
  • Represent Nexcom externally with federal agencies and maintain productive working relationships with partners.
  • Stay current with industry trends and participate in trade shows and professional associations.
  • Coordinate cost-effective project execution with capabilities of in-house crews and provide technical oversight on project acquisition and contracting methods.
  • Lead or participate in technical evaluation boards as required.
  • Work under the guidance of the VP of Facilities with significant latitude for independent judgment.
  • Perform other related duties as assigned, including filing a Financial Disclosure Report (OGE Form 450).

Requirements

Experience: Minimum of 10 years combined experience with at least 3 years in responsible design and construction management roles and 7 years in specialized facility design and construction solutions. Experience must include facilities management, construction planning, cost estimating, and supervisory responsibilities.

Education: Bachelor’s degree in Architecture (NAAB accredited) or Engineering (ABET accredited) or an equivalent degree with significant coursework in related fields, with required professional registration as an architect or engineer.

This role requires current registration as a professional architect or engineer by any applicable U.S. jurisdiction.
