Human Resources Specialist 1 Recruitment Role Overview

The Department of Financial Services is seeking a Human Resources Specialist 1 within its Human Resources Management team. This role is crucial for proactive organizational planning and conducting all aspects of statewide recruitment, ensuring compliance with Civil Service Law, Affirmative Action statutes, the Americans with Disabilities Act, and Department policies.

Key Responsibilities

  • Participate in proactive organizational planning and manage all aspects of statewide recruitment.
  • Ensure compliance with Civil Service Law, Affirmative Action statutes, Americans with Disabilities Act, and Department policies.
  • Develop job duties, post vacancy notices, canvass eligible lists, and arrange supervisory participation in interviews.
  • Research and develop agency classification and staffing requests for submission to the Department of Civil Service.
  • Review eligible list status, examination schedules, and staff requirements to identify critical examination considerations.
  • Confer with agency program managers and Department of Civil Service representatives on actions like recruitment or accelerated examinations for critical needs.
  • Assist in rating and reviewing candidate applications/examinations for decentralized examinations.
  • Support examination planning and development processes.
  • Contribute to the development of HR procedures.
  • Assist the Human Resources Director with various projects advancing DFS's agenda.
  • Perform other assigned duties.

Appointment Method and Minimum Qualifications

Candidates may be appointed via List Appointment, Transfer (Sections 70.1 or 52.6 of Civil Service Law), or 55 b/c Appointment (Governor's Program to Hire Individuals and Veterans with Disabilities).

Minimum Qualifications include:

  • Trainee 1: Four years of experience performing and supervising various human resources activities, including staffing (recruitment, examination, placement), position classification and compensation, and employee services (benefits, health and safety, counseling, recognition).
  • Trainee 2: Five years of similar human resources experience.
  • Journey Level: Six years of similar human resources experience.

Substitutions for Experience:

  • Associate degree: Substitutes for two years of experience.
  • Bachelor’s degree: Substitutes for four years of experience.
  • Master’s degree: Substitutes for five years of experience.
  • Doctorate: Substitutes for six years of experience.

NY HELPS Program

This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). This allows for a non-competitive appointment, requiring candidates to meet minimum qualifications but no examination. Employment status is expected to convert to competitive status within one year, granting full rights and privileges of competitive class employees.

Salary Range

  • Trainee 1 Level (SG-14): $56,655
  • Trainee 2 Level (SG-16): $63,180
  • Journey Level (SG-18): $67,119 – $83,286
