Job Description

Computer Specialist Software

The Metropolitan Transportation Authority (MTA) is seeking a highly technical and experienced Computer Specialist (Software) to join their Transportation IT Products division.

About the Role

This class of positions involves highly technical or supervisory responsibilities for the design, implementation, enhancement, maintenance, and analysis of software systems. The role operates at varying levels of difficulty and offers latitude for independent initiative and judgment. There are four Assignment Levels within this class, each differing in complexity and the degree of supervision required.

Responsibilities

  • Hold senior-level technical responsibility for extremely complex and ongoing software functions.
  • Perform duties in Systems Analysis, Data Administration, Database Management Systems, Operating Systems, Data Communications Systems, On-Line Applications Programming, and contingency planning.
  • Evaluate and select telecommunications, local area networks, computer hardware, and software products.
  • Engage in quality assurance functions.
  • Serve as an in-house expert and authority in specialized areas.
  • Coordinate multiple complex, ongoing projects encompassing various information processing technologies.
  • Direct major undertakings in large data centers or distributed processing systems.
  • May supervise a unit engaged in complex software functions.
  • Perform supervisor duties in their temporary absence.

Required Qualifications

  • Baccalaureate degree in computer science or related field, plus 24 semester credits in computer science or related field and 2 years of full-time computer software experience (systems development and analysis, applications programming, database administration, systems programming, data communications), including 1 year in a project leader capacity or as a major contributor on a complex project.
  • OR High school diploma or equivalent, plus 6 years of satisfactory full-time computer software experience as described above, including 1 year in a project leader capacity or as a major contributor on a complex project.
  • Education and/or experience equivalent to the above.
  • College education may substitute for up to 2 years of experience (60 semester credits = 1 year).
  • Master's degree in computer science or related field may substitute for 1 year of experience.
  • All candidates must have at least a four-year high school diploma or equivalent and at least 1 year of satisfactory full-time experience in a project leader capacity or as a major contributor on a complex project.

Desired Qualifications

  • Cloud Administrator: Microsoft Azure, AWS, GCP, Docker, Kubernetes, PowerShell, Azure Monitor, CloudWatch, Blobs.
  • VMware Engineer: VMware, vSphere, vCenter, ESXi, PowerCLI, Ansible, Veeam, VLANs, TCP/IP, DNS.

Assignment Levels

  • Level I: Under supervision, responsible for design, implementation, enhancement, and maintenance of specific software functions. May supervise a unit or perform complex technical work independently.
  • Level II: Under general supervision, may supervise a unit in systems development. Responsible for design, implementation, enhancement, and maintenance of software functions. Serves as project leader for complex staff work and systems analysis or supervises programming units.
  • Level III: Under general supervision, responsible for design, implementation, enhancement, and maintenance of software functions. Supervises units responsible for systems development and applications programming, or coordinates and directs complex integrated software development projects.
  • Level IV: Under minimum direction, holds senior-level technical responsibility for extremely complex software functions. Serves as an in-house expert and authority. Coordinates multiple complex projects and directs major undertakings. May supervise units.

Special Note for Level IV

To be eligible for Level IV, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or online applications programming.

Other Information

  • Selected candidates will be appointed to MaBSTOA payroll.
  • Employees in policymaking positions must file an Annual Statement of Financial Disclosure.
