Senior Solution Lead

The Senior Solution Lead is responsible for ensuring the development of complete, compliant, and competitive end-to-end deal solutions for large, complex government services opportunities. Rather than designing the technical and operational solution directly, the Solution Lead owns solution integrity and orchestration—ensuring that the appropriate technical and domain leads develop, integrate, and document their respective solution components in alignment with the deal’s strategy, requirements, risk profile, and pricing assumptions.

The Solution Lead serves as the single point of accountability for solution coherence, bridging capture strategy, operations, technology, security, compliance, and pricing to produce a unified, executable solution.

Essential Duties and Responsibilities:

  • Facilitate the development of cross‑line‑of‑business solutions by combining knowledge of business capabilities, value streams, and business processes.
  • Consult with technical subject matter experts to develop technical solutions and advise on options, risks, cost‑benefit considerations, and impacts on other business processes and system priorities.
  • Work with the Business Development organization to assess competitive threats and opportunities from digital enterprises that fall outside the traditional realm of competition.
  • Support the organization’s digital strategy and approach to digital innovation and monetization through close collaboration with the Digital Solutions organization.
  • Utilize a toolbox of business architecture deliverables to help business leaders identify and make informed technology investment decisions. Deliverables include, but are not limited to: business‑outcome statements, strategy‑on‑a‑page, scenario planning, business capability modeling, value‑stream mapping, business process models, ecosystem modeling, customer and user profiling, journey maps, human‑centric design, and investment roadmaps.
  • Work with business and technology executives to articulate and clarify business and operating models. Use the organization’s existing business and operating model as a starting point for innovation, such as using new technologies to enhance a specific building block.
  • Seek opportunities to drive adoption of new technology and to reuse existing technology to enable business capabilities, value streams, and business processes.
  • Own the overall solution vision and structure for assigned deals, ensuring all solution components are coherent, integrated, and executable.
  • Provide solution leadership and orchestration across Technical Architects, operational leadership, security, compliance, and other specialists without personally designing detailed technical architectures.
  • Translate RFP and RFI requirements into solution intents, design guardrails, and priorities for technical and operational teams.
  • Ensure alignment between solution approaches, capture strategy, win themes, pricing assumptions, and delivery constraints.
  • Direct and coordinate end-to-end solution development activities from pre-bid through proposal submission.
  • Identify, document, and manage solution-level risks, assumptions, constraints, and dependencies, ensuring mitigation strategies are incorporated across all solution components.
  • Facilitate and drive solution definition and other internal governance reviews to ensure deal readiness and solution viability.
  • Partner with BD and other leadership to support position-to-win strategies and competitive differentiation.
  • Collaborate closely with Pricing teams to validate solution assumptions, staffing models, and implementation feasibility.
  • Ensure proposal solution narratives accurately reflect the approved solution and are internally consistent, compliant, and credible.
  • Present integrated solution approaches to executive leadership and, as appropriate, to clients—leveraging technical architects for deep technical detail.
  • Support disciplined handoff of solution intent, assumptions, and risks to delivery teams following contract award.

Minimum Requirements

  • Bachelor's degree and 7-10 years of relevant experience or equivalent combination of education and experience required.
  • Minimum of 7 years of experience in solution leadership, deal architecture, capture, business architecture, or large-scale government services delivery.
  • Demonstrated experience supporting large, complex government contract pursuits in the state government space.
  • Experience with State Government procurement and delivery of services either as state administrator or within contract provider operations.

Preferred Requirements

  • Advanced degree preferred.
  • Strong understanding of U.S. government services delivery models (e.g., Eligibility & Enrollment, Contact Centers, Workforce Services, Medicaid Enterprise Systems).
  • Proven ability to lead and coordinate complex, matrixed solution teams across multiple disciplines.
  • Demonstrated experience in solutioning or pre-sales environments, including RFP analysis, solution governance, and proposal oversight.
  • Ability to understand and integrate technical, operational, security, and data concepts without serving as a hands-on technical architect.
  • Excellent written and verbal communication skills, with the ability to influence senior executives and technical leaders.
  • Strong judgment, decisiveness, and comfort operating under aggressive timelines.
  • Proficiency in Microsoft Office tools (Word, PowerPoint, Excel, SharePoint).
