Overview
LMI seeks a skilled Business Analyst to support activities related to shipyard modernization as part of enterprise-wide U.S. Navy strategic modernization and improvement efforts. LMI is helping NAVSUP, NAVSEA, and the shipyards use technology to track materiel through the shipyards to address long-standing problems.

Responsibilities of the Business Analyst
- Identify, evaluate, and implement new systems and solutions, or identify enhancements to existing systems; define requirements and specifications.
- Lead the collection, capture, and management of mission user needs from prioritization, concept development, epic and feature creation, and user story writing to support development and deployment as a business analyst subject matter expert.
- Liaise between software development teams, logistics and warehouse SMEs (including users and proxy users), and technical solution leadership to ensure that product development, customization, and/or integration aligns with overall architecture, systems, and human centered design (HCD) best practices.
- Facilitate the gathering of business-focused requirements to support product development teams, and product owners, including defining the backlog and ensuring the user's perspective is considered.
- Work with the product owner and users to determine the operational objectives of business needs and elicit requirements.
- Focus on requirements related to improved usability, user experience, and user adoption and engagement.
- Manage a register of stakeholder relationships to product team technical leadership, functional representatives, and user representatives.
- Conduct necessary research and discovery to serve as de facto subject matter expert, supporting development teams in the integration and development of complex business systems.
- Identify core business needs, decompose, and document concepts of operation, story maps, briefings, and user stories, document business rules, and construct workflow diagrams, as needed.
- Condense complex business processes into clear and actionable epics, features, and user stories with acceptance criteria.
- Work with Product Management, Technical Leadership, and mission stakeholders to review, update, and maintain a business process roadmap of the to-be system and evaluate areas of reengineering by outlining potential to-be processes.
- Work with Product Management, Technical Leadership, and mission stakeholders establish and monitor baseline key performance indicators (KPI)/metrics for system development an integration.
- Provide data analysis expertise to measure and report on progress towards objectives and key results, including both development/delivery metrics and business process outcomes.
Qualifications
LMI requires candidates to possess the following qualifications:
- 10+ years of experience in information technology (IT) management, business analysis, system engineering, and/or IT requirements management.
- Well-developed analytical, diagnostic, and system-thinking skills.
- Experience as a Product Owner or in a business or requirements analyst role.
- Experience working on systems integration projects that span hardware and software solutions.
- Ability to effectively manage stakeholder relationships and expectations while developing and refining agile requirements.
- Ability to develop artifacts to support requirements documentation, including user journey maps, data flow diagrams, interface analyses, information architecture diagrams, etc.
- Experience with agile requirements management tools.
- Experience in business process improvement and reengineering.
- Experience working in an agile software development framework.
- Education: Master’s degree or equivalent work experience in IT/information systems, business administration, computer science, or mathematics or equivalent experience.
- Clearance: Ability to obtain and maintain a government security clearance, for which one must be a US citizen. Active Secret clearance desired.
Preferred Qualifications
Ideal candidates will also have the following:
- Experience conducting business and/or system analysis on Navy software and systems, namely those focused on logistics and asset management.
- Experience defining requirements for or working with RFID scanner technology.
- Understanding of military inventory and asset management principles and business processes.
- Experience integrating and/or customizing consumer-off-the-shelf (COTS) technology into an enterprise system.
- Experience conducting business analysis and defining system and user requirements for enterprise resource and asset management (e.g., asset tracking/availability, warehouse operations, etc.) software or systems.
- Experience in business and/or system analysis to support cloud migration and/or technical stack modernization efforts.
- Familiarity with industry best practices regarding cloud infrastructure, system availability/reliability requirements, application scalability, and system migration.
- Experience with GitLab as an agile project management tool.
- Experience working in a scaled agile framework (e.g., SAFe).
- Professional industry standard certification in business analysis (e.g., CCBA, Agile Product Owner, Agile Analysis Certification).
- Professional industry standard certification in human centered design.
- Professional industry standard certification in Scaled Agile Framework (SAFe).
