About the Role
The Tech & Innovation Policy Analyst reports to the Director of Policy and will oversee the technology and innovation research portfolio to increase Libertas’s impact in Utah and across the country. The role is based in the Lehi, Utah office at least two days a week with flexibility to work virtually from anywhere in Utah.
Key Responsibilities
- Expand technology and free enterprise policy research in areas including permissionless innovation, Future of the Workforce, and emerging technologies.
- Conduct in-depth research to produce policy briefs, whitepapers, and legislative summaries.
- Compile outside research for op-eds, videos, press releases, and interviews.
- Support outreach efforts to communicate Libertas’s policy portfolio to partners and stakeholders.
Candidate Qualifications
- 2–3+ years experience in policy research or related fields, including technology law.
- Ability to develop deep, trust-based relationships with legislators, policymakers, and advocacy partners.
- Outstanding written and verbal communication skills.
- A self-starter with a passion for individual liberty and respectful collaboration across ideological differences.
- Willingness to travel up to 15% for conferences and policy events.

Success Milestones
90 Days: Build social media presence, understand core policies, publish articles, and integrate with team and partners.
6 Months: Publish a policy brief, op-eds in key outlets, and advocate policy solutions in Utah.
1 Year: Publish an in-depth research paper and help pass key policy reforms nationally.
