Opportunity: Chief Growth Officer

JCTM LLC, a veteran-owned GovCon company, is scaling from a $10M small business to a $50M+ mid-tier player. The Chief Growth Officer will be measured on prime contract wins and task order awards across DoD, IC, and select FedCiv agencies. This role is not just about capture management; it is a builder’s role that includes strengthening the pipeline, leading the growth team, and positioning JCTM for competitive full-and-open wins.

About JCTM

JCTM is a Service-Disabled Veteran-Owned Small Business (SDVOSB) with TS facility clearance, active in major federal vehicles and integrated IT and emerging technologies into defense programs. It is led by a retired Marine Corps Intelligence Officer with strong connections across senior USMC and DoD leadership.

The Role

The Chief Growth Officer will lead the Growth Department consisting of a Capture Manager, Proposal Manager, BD Lead, Analyst, and Research Specialist. The role involves owning the entire growth system including pipeline discipline, capture/proposal execution, bid/no-bid decisions, agency expansion, and contracting vehicle strategy using IDIQs, GWACs, BPAs, and OTAs.

Responsibilities

  • Drive sustainable GovCon growth with ≥3x pipeline coverage and 35–45% win rates.
  • Manage pipeline health, scorecards, Rocks, and weekly L10 growth meetings under the Entrepreneurial Operating System (EOS).
  • Lead business development and capture across multiple defense and federal agencies.
  • Govern opportunity shaping, capture kits, Section L/M alignment, PTW, and proposal readiness.
  • Build compliant partner networks through Mentor-Protégé joint ventures, primes, and MOUs.
  • Direct roadshows and client engagements while coaching a growing team on prospecting and CRM discipline.
  • Enforce Salesforce CRM as the system of record and utilize AI-driven tools to expedite pricing and proposal development.

Must-Have Qualifications

  • Documented prime past performance as capture lead in the last 24–36 months with detailed awards.
  • Proven record of scaling a GovCon company from ~$10M to ~$50M.
  • 10–15 years of growth/capture success in GovCon services.
  • Recent wins including prime awards ranging from $1M to over $10M.
  • Proficiency with GovWin and Salesforce CRM, with strong enforcement discipline.
  • Expertise in C5ISR, AI/analytics, PED, cybersecurity, or IT services.
  • Willingness to travel 40–60% with a high executive presence for engagements with DoD/IC clients.

Compensation & Benefits

  • Base Salary: $175,000 – $200,000
  • On-Target Earnings (OTE): $200,000 – $350,000
  • Variable Compensation tied to booked, funded awards meeting margin targets.
  • Special performance incentives and one-time bonuses for new-client prime wins.
